Background

ICCO is an international development cooperation (www.icco-cooperation.org), with 335 people working in 44 countries in Africa, Asia and Latin America. We operate from 5 regional offices and 15 national offices to work towards a world without poverty and injustice. We do this together with civil society organizations, private sector and governments, while strongly believing in the enterprising power of people. We aim to implement a systemic change and successful, sustainable and equitable development in low and middle income countries.

The ICCO MasterCard Foundation STARS program aims to address barriers to increase food security and income (access to financial services , insufficient farming inputs, integration into markets,) through a two-pronged approach: Development and implementation of financial products for agriculture with MFIs; and Value Chain Development and linking with financial services. The five-year programme aims to increase income and food security for at least 210,000 low-income, smallholder farmers (50% women) and their families. The program will be implemented in Senegal, Ethiopia, Burkina Faso and Rwanda. It is foreseen to have a Finance and Administrative Officer (FAO) in each of the project offices.

ICCO is looking for a qualified, experienced and self-motivated Finance and Administrative Officer (FAO) for Ethiopia project office.

Job title: Finance and Administrative Officer (FAO)

Type of contract Two year contract renewable depending on performance

Location: Ethiopia

Start date:1st May 2016

Job purpose:

The Finance and Administrative Officer (FAO) is responsible for providing efficient financial and administrative support to the project office and its programs.

Responsibilities:

Finance Officer’s role (40% of time)

· Comply with ICCO’s financial and administrative systems and manuals and contribute to an organisational culture of transparency and honesty in ICCO.

· Comply with the ICCO Cooperation’s project management cycle, as regards to contracting and project implementation and work closely with allocated country lead/VCD Advisors in this aspect.

· Responsible for project office bookkeeping and reconciliation of accounts

· Responsible for handling office petty cash

· Implement financial and administrative project guidelines and ensure that partner organizations adhere to these.

· Financial monitoring and evaluation of the partner organizations through analysis of financial reports and audits and monitoring visits.

· Preparation of contractual payments and monitoring the realization of the payments through filing of receipt confirmations from the partners, consultants and project staff.

Finance Administration roles (60% of time)

· Work closely with the Finance & Administrative Coordinator, and be the first contact for Finance Administration aspects for the project office.

· Review all balance sheet items in the system and update the Finance and Administrative Coordinator on the status of the same, and the action plan on a quarterly basis.

· Monthly reconciliation of travel advances & accountabilities.

· Preparing financial statements and liquidity request for the project office Contributing to the formulation of the project office annual budgeting cycle and producing reports on request (quarterly and annually)

· Responsible for facilitating both internal & external audits of the project office.

· Review the contractual arrangements with vendors on back donor projects for action by the Finance and Administrative coordinator regularly. Have a roster to contract period renewals.

Minimum requirements –must have:

· Relevant education for the job (BA degree in accounting, ACCA level 2, CPA level 2 or their equivalent)

· At least 5 years working experience in a similar position with International NGO’s and/or Business Institutions.

· Excellent computer skills (MS Office package) preferably Microsoft Dynamics or similar financial accounting systems.

· Experienced accountant

· Proven experience in conducting hand on trainings on accounting and web based accounting system.

· Strong financial background with knowledge of different funding modalities

· Extensive relationship management skills in both public and private settings

· Good interpersonal & communication skills, including intercultural communication and negotiation skills

· Excellent language skills in English

· Stress management and ability to multitask

· Analytical and problem solving skills

· Ability to work independently but at the same time being a team player
