PURPOSE OF POSITION:
To coordinate and manage implementation of the Water, Sanitation & Hygiene (WASH) component on Japanese Platform (JPF), Tambura Western Equatoria. This will involve design and supervision of Dyke Protection works, Borehole drilling and equipping, Community led Waste Management initiatives, Construction of Basic Sanitation facilities and overseeing hygiene promotion activities within the project area in Western Equatoria Region, South Sudan.
KEY RESPONSIBILITIES:
Oversee and manage the Water Sanitation and Hygiene Project in a refugee camp as per JPF guidelines:
• Closely liaise with local community during implementation of the WASH Component as per project document requirement.
• Undertake capacity building of the various groups involved in this project, including Household Sanitation Committees, Water Committees, Community Hygiene Promoters, in aspects of Water Sanitation and Hygiene in an emergency humanitarian situation.
• Design, develop Bills of quantities for borehole drilling and supervise borehole drilling works using contracted drillers.
• Develop design plans, working drawings, technical specifications, bill of quantities as per approved standards by the Ministry of Water Resources and Irrigation and the Ministry of Physical Infrastructure for all construction works outlined on the project design for the said project, including emergency sanitation facilities.
• Prepare tender documents for purposes of soliciting bids/tenders from contractors for the said project.
• Design and supervise borehole drilling and equipping, including preparation of borehole logs as per requirement of the government line ministry technical guidelines.
• Design and supervise borehole rehabilitation and repair as per requirement of the government line ministry technical guidelines.
• Undertaking borehole water quality analysis using potable water quality kit, for new and rehabilitated borehole water sources using water quality technical guidelines approved by the government.
• Supervise and Monitor implementation of communal latrines, through liaison with relevant health sanitation committees/user community and the government ministry’s technical department as per project document.
• Liaise with World Vision South Sudan supply chain department in selection of contractors through cost effective ways.
• Coordinate and supervise implementation works including managing construction contracts.
• Supervise /manage drilling team, construction teams including labor contractors undertaking Drilling boreholes, rehabilitation boreholes rehabilitation and sanitation facilities as per set standards ensuring quality control.
• Under take water quality (microbial, physical and chemical) analysis against government and WHO set standards using portable laboratory water analysis kit.
Work Quality outputs and Budget Controls:
• Establish and oversee implementation of systems for efficiently controlling the quality of technical works; closely tracking works progress against payment and work plans, and controlling the quality of the final construction outputs as per donor and user community expectations.
• Ensure optimal use of financial resources in the project through timely requisitioning of all necessary supplies/contracts for project implementation.
• Manage construction budgets components to ensure appropriate and efficient use of resources in the project and area of operation.
Coordination with local community groups/ Government Departments/ Other stake holders:
• Coordinate and Mobilize community user groups, including formation of effective household based sanitation committees and water user management committees to within the locations.
• Coordinate community mobilization activities especially on emergency sanitation facility construction works with view to community groups participating in availing labor and locally available construction materials etc as required.
• Liaise with beneficiary community and local authorities in the selection of project sites as per requirement of the project design.
• Representing the organization and actively participating in the sector in JPF meetings to review progress, as well as attending state level WASH Cluster meetings.
• Coordinate day-to-day operation and financial management of the construction works in the field in accordance with the approved project work plan.
Assessment and Evaluation:
• Coordinate and participate in project startup/project closure workshops, baseline survey and end of Project Evaluation for the project as per project design and within the project implementation deadlines.
Reporting and Communication:
• Prepare project documentation including monthly project reports on implementation/ construction status, as per requirements of World Vision and using JPF guidelines.
• Liaise closely to WASH Sector Specialist and other relevant team members for review/further action.
• Liaison with Zonal Finance and Grants team in tracking WASH component project expenditure, reviewing financial reports, and addressing queries of related expenditure in timely manner.
KNOWLEDGE, SKILLS & ABILITIES:
• Degree in Civil Engineering from a recognized institution.
• Training of Trainers (TOT) skills in PHAST and CHAST methodologies as well as community-led sanitation (CLTS) approaches.
• At least 5 years experience and skills in supervision of infrastructural construction works using community groups/Cash for work arrangements and civil society groups and contractors.
• At 3 years ears experience Implementing Emergency WASH Program in a refugee or IDP settlement camp, including proven experience and skills in tactics of community mobilization and development.
• At least 3 years’ experience in supervision of construction/rehabilitation of Borehole Drilling and equipping/rehabilitation, basic Sanitation facilities in a rural and refugee/displaced community set up.
• Experience in coordination and supervision of sanitation and household refuse/waste management using community based approaches.
• Proven knowledge and experience in civil engineering construction contract management.
• Excellent coordination and networking skills including liaison with community groups and local government /Stakeholders.
• At least 3 years’ experience working for NGOs in insecure environment and in developing countries.
• Proven experience in administration, including financial management of community projects.
• Ability to work under difficult circumstances in remote locations with limited supervision and basic supplies.
• Must be able to maintain good interpersonal relations and have emotional intelligence.
Work Environment/Travel:
• Work environment: Field- Based Position.
• Travel: 5% domestic/international travels is required.
