Essential Job Duties/Scope of Work:

Scope of Work:

The consultant will plan for, travel to lead the evaluation of International Medial Corps PRM funded program addressing gender-based violence (GBV) in Gambella, Ethiopia. The evaluation will utilize a range of qualitative methods to assess the effectiveness of the interventions in enhancing women and girl’s sense of safety and well-being through Women Friendly Services and mainstreaming GBV prevention and response actions among humanitarian workers in the refugee camps.

Background:

In December 2013, violent clashes erupted in Juba between the Sudan People’s Liberation Army (SPLA) soldiers, opposition forces, and rival political and ethnic groups. South Sudanese ethnic groups Nuer and Dinka, with a history of conflict before the crisis, have since engaged in increased violence, including mass extrajudicial killings, enforced disappearances, and violence against women. Following the political unrest, thousands of refugees—mostly women and children—were forced to seek refuge in neighboring countries, including Ethiopia. Accordingly, the United Nations High Commissioner for Refugees (UNHCR), the Administration for Refugee and Returnee Affairs (ARRA), and other partners established the Gambella camps to accommodate and provide basic emergency services for South Sudanese refugees. However, a rapid assessment conducted by IMC in the camps in 2013 revealed that while basic services such as healthcare and food are available, protection services for women and girls are limited. Moreover, humanitarian agency staff requires appropriate skills in order to effectively prioritize women’s and girls’ safety needs in the existing and new camps. Many humanitarian agencies and staff do not see protection from GBV as a life-saving need.

In September 2014, IMC secured funding from the U.S. Department of State Bureau for Population, Refugees, and Migration (PRM) to scale up protection efforts in Gambella refugee camps in Ethiopia as part of PRM’s global initiative “Safe from the Start” (SFS), which aims to increase women’s and girls’ safety and wellbeing in emergency situations. Already, two thirds of the way through the first year of the program, 783 women clients have accessed case management and psychosocial services in Tierkidi and Kule Camps through the WFCs. In addition, IMC is leading the GBV prevention and risk mitigation mainstreaming efforts in the three camps. These efforts include training and coordination of multi-sectoral partners in the water, sanitation, and hygiene (WASH), shelter, and education sectors.

Responsibilities:

· Conduct a desk review of all key project documents

· Revise the ICRW research protocol in consultation with the Technical Unit and in-country technical specialists

· Prepare and/or revise all evaluation tools, including interview guides, focus group discussion guides, data analysis matrix, and other data collection & analysis tools as needed for the evaluation

· Lead training for data collectors in-country

· Oversee data collectors’ work on focus group discussions and key informant interviews in the field, as well as other data collection activities

· Conduct key informant interviews in the field as needed

· Manage transcription and data entry processes

· Lead and oversee data analysis

· Present initial findings to in-country team prior to departure from country

· Draft evaluation report and compile feedback from HQ and country team

· Revise evaluation report based on feedback from HQ and country team

Deliverables:

· Revised research protocol including tools and staffing needs

· Final research/evaluation plan

· Training plan for data collectors

· Raw data from interviews, FGDs, etc.

· Draft evaluation report, outlining findings and recommendations

· Final evaluation report

Qualifications:

· Completed graduate studies in Public Health, Social Work, International Affairs, Development, Conflict Management, or other related field, with course work relevant to monitoring and evaluation and/or research methods.

· Demonstrated experience evidenced-based research particularly with mixed methods evaluations of social and behaviour change programs, in development and/or humanitarian contexts

· Experience working with gender-based violence programs preferred.

· Ability to work independently and to use sound judgement

· Good interpersonal skills

· Strong analytical, writing and organizational skills
