Exact Job Location: Bentiu in Unity State and Juba (approximately 70/30 between the two locations, to be reviewed as programme develops)

Responsible for: Facilitating the distribution of NFIs and shelter kits; conducting shelter/NFI assessments, supervise the construction and rehabilitation of Shelters

Reports To: Area Coordinator (and Emergency Programmes Director for work in Central Equatoria)

Liaise with: Area Coordinator, Emergency Programmes Director, Unity State NFI/Shelter Focal Point, WASH Coordinator, Emergency Nutritionist Manager and NFI/Shelter partners in Bentiu PoCs (GAA, IOM, DRC & UNHCR)

Job Purpose: To provide technical leadership and quality control in the management, design, implementation, post-distribution monitoring and evaluation of Concern’s NFI/shelter projects in Unity and Central Equatoria States, South Sudan. To design Robust Emergency shelter (RES) infrastructure that is appropriate for each stage of the emergency; conduct needs assessments and organize reinforcement shelter kits and NFIs distributions. Ensuring the continued effectiveness of the NFI/shelter project as the situation evolves.

Main Duties & Responsibilities:

· To design, plan and oversee the implementation of the IDP Shelter activities and distribution of Non-food items (NFIs) in Benitu and Juba.

· To review and update Concern’s South Sudan shelter strategy and provide technical input into shelter design.

· As part of the programme management team, contribute to the overall development, planning, roll-out and management of the programme including reporting and budgeting

· To provide management oversight to the Concern Worldwide’s Shelter/NFI team and ensure that objectives are met in accordance with the programme objectives.

· To facilitate the assessments, reconstruction and rehabilitation of the IDP shelter activities.

· Manage the Concern shelter construction teams. Preparations, planning and distribution of NFI/Shelter Kits.

· Plan and participate in assessments and distributions in Central Equatoria and Unity and States for both shelter and NFI activities

· Plan and organize pipeline requests for Shelter/NFI items to be issued depending on needs assessments liaising with national cluster

Programme Planning and Design:

· Ensure the participation of the programme stakeholders (especially target communities) in all stages of the programme cycle

· Prepare Scopes of Work and Bills of Quantities for projects to construct/reinforce standard as well as robust emergency shelters.

· Prepare Scopes of Work and Bills of Quantities for projects to retrofit buildings for suitable IDP accommodation

· Ensure Shelter activities are integrated into the overall programme’s design and plan; implementation plans, monitoring and evaluation, including close coordination with the WASH component.

· Develop a NFI distribution plan complete with needs assessments, targeted beneficiaires and post distribution monitoring schedules

Programme Management:

· Oversee the day to day management of the implementation of the Shelter/NFI activities

· Provide management support to the Shelter/NFI team ensuring that they have up to date job descriptions, clear objectives and identify and facilitate training when required.

· Take a lead role in ensuring that all the necessary resources are in place to deliver on the Shelter/NFI activities (staff, logistics, consultants, finances etc.)

· Monitor programme budgets and management accounts to ensure that relevant activities are being implemented in accordance with agreed budgets

· Participate in contract design, tendering and contractor performance as required for the implementation of interventions

· Ensure that all Shelter/NFI-related activities are documented and reported and shared as necessary with colleagues, clusters and donors

· Take the lead on Shelter/NFI M&E activities and providing updates and reports as necessary

· Ensure that best practice and international standards are applied to the Shelter/NFI and other programme activities as relevant.

· Contribute to proposals and project development as required.

Engineering

· In conjunction with the logistics function, ensure the procurement of all necessary materials for the programme and plan effectively to allow implementation in accordance with seasonal constraints

· Provide technical solutions to Shelter issues facing IDPs and contribute to the sector wide development of standards in South Sudan.

· Ensure technical standards and designs are applied consistently throughout the project.

People Management:

· Lead and manage staff, contributing to their capacity building and career development

· Provide structured and informal capacity building to a local counterpart who could take over this role in the future

· Provide technical support and on-going on-the-job training and coaching to staff, including in particular a thorough induction at the start of their contract

· Ensure that all positions have accurate job descriptions

· Ensure that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work

· Ensure that all staff are aware of and comply with Concern’s policies and procedures

· Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance

· Carry out on-the-job training and other capacity building measures for national staff

· Ensure that staff and contractors are compliant and fully understand their obligations when signing the program participant protection policy (P4) and where non-compliance is suspected, to inform a member of the CMT so that the appropriate action can be taken by the Country Director.

· Be fully compliant with P4.

Representation:

· Represent Concern Worldwide at any Shelter/NFI coordinator meetings as necessary as possible

· Ensure that Concerns Shelter/NFI activities are coordinated with other actors and stakeholders in the programme area.

Essential personal specifications:

Education, Qualifications & Experience Required:

• Degree in Civil Engineering or other related qualification
• Minimum of three years of Program Management experience with an NGO/INGO
• Fluency in English
• Experience of working with multi-disciplinary teams and knowledge of integrated programming
• Experience of refugee and/or IDP programming, including Shelter projects
• Experience of working/living in insecure and sensitive environments
• Experience of participating in programme design
• Empathy with Concern’s goals and a commitment to capacity building, protection and participation.

• Experience of programme start-up operations
• Knowledge of Arabic and an advantage
• Experience of funders such as DFID, Irish Aid, ECHO and CHF
