IMA World Health is seeking a Team Leader (program lead) for the expected World Bank funded Rapid Results for Health Project II in South Sudan. RRHP-II aims to improve the delivery and reach of high impact primary health care services in the Jonglei and Upper Nile States. RRHP-II will work in collaboration with the Ministry of Health of South Sudan to improve health outcomes and facility performance with a focus on the delivery of maternal and child health, nutrition, and basic curative services. Team Leader to provide overall leadership and management to the Team Leader will oversee the provision of a comprehensive technical package including establishment, management and use of the fund mechanism; ensuring continuity of and support to service delivery; and support to health systems strengthening at national, state and county levels.
Duties:
- Serve as IMA's representative to World Bank, the South Sudan government, other donors and multinationals, technical agencies and other participating organizations.
- Manage quality and timely reporting through monthly, quarterly and annual reports.
- Lead development and implementation of the annual work plan and M&E plan.
- Ensure visibility of program results, achievements and lessons learned through presentations at conferences and workshops and/or publishing articles through professional journals.
- Ensure technical capacity of staff and provide technical assistance and backstopping when required
- Ensure project expenses are reasonable and in accordance with donor rules and regulations.
- Supervises all technical staff and consultants.
- Pursue the opportunities for strengthening the capacities of the State Ministry of health and the County health departments.
The position requires a competent and experienced person with the following attributes:
- A degree in medicine from a recognized University and/or advanced training in public health, management, or a related discipline.
- A minimum 10 years of overall experience in the development of health service delivery and the management of health systems, emphasizing the revitalization of primary health care systems in rural areas and communities in developing countries.
- A minimum three years of experience in a program management or direction of health services with responsibility for improving the results of public health services.
- A minimum of four years' experience to work with the MOH, local health staff, and local officials to implement improvements in health care. Experience managing and implementing multi-donor funded projects, with an understanding of various donor requirements.
- Demonstrated ability to collaborate with team and partner organizations to achieve results.
- Strong interpersonal and communication skills.
- Excellent written and spoken English.
