Essential Job Duties/Scope of Work:

International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

International Medical Corps is currently implementing approximately 15 programs across eleven sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers. Also, IMC is implementing nutrition, sexual and reproductive health, mental health, and GBV and public health interventions in South Sudan.

IMC South Sudan is implementing DFID, Unicef, CHF and DG ECHO financed GBV prevention and response program in Malakal, Fashoda, Awerial, Akobo East counties of Jonglei, Lakes, and Upper Nile states. The program will expand in 2016 to new sites in Jonglei, Upper Nile and Unity states using the funding from UNICEF and DFID.

ESSENTIAL JOB DUTIES/SCOPE OF WORK:

Job purpose

The Protection Manager will be responsible for overall implementation of protection related activities including design, technical oversight, capacity building and supervision of Protection and GBV program staff.

Coordination

· Coordinate with other protection partners, legal actors and community leaders to strengthen support to persons with special needs and strengthen risk mitigation strategies at the boma level.

· Work with GBV and protection partners as well as protection committees to develop a support system to support persons with special needs.

· Actively participate in protection cluster meetings, GBV working group meetings and other coordinationforums and advocate for risk mitigation efforts

· Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct

  1. Assessment and Program Planning

· Contribute to assessments, ensuring adherence to safety and ethical recommendations.

· Conduct and/or assist the protection team to conduct regular protection monitoring and safety assessments and share results and recommendations with partners as well as with community protection committees in all sites.

· Support protection officers to plan and conduct the protection monitoring activities in all sites

· Contribute to concepts or proposals as requested

  1. Human Resources Management

· With the support of GBV program managers, identify, train, monitor and support protection officers and protection monitors

· Develop support strategies for staff and introduce principles of self-care

  1. Program Implementation and Capacity Development

Develop protection mainstreaming strategy plan for IMC South Sudan.

· Develop strategies and standard operating procedures (SOPs) for individual protection assistance (IPA) and Community Protection Assistance (CPA)

· Establish Protection networks in consultation with GBV manager and other protection actors

· Conduct training for protection officers and monitors in all sites.

· Conduct protection mainstreaming training for GBV and protection partners, local authorities and community leaders

· Design an outreach plan for protection monitors to identify protection concerns of community members with special attention to persons with special needs (PSNs)

· Train protection committees on protection related topics and properly orient their roles and responsibilities

· Identify PSN’s and provide case management services as well as materials supportto mitigate protection risks

· Compile weekly, monthly and quarterly reports, on time and with accurate data

· Maintain flexibility to take on added responsibility as and when needed

  1. Financial Management

· In discussion with the GBV program coordinator, develop work plans in line with financial pipelines

· Work with Finance and Logistics to plan and procure supplies within program budgets

· Ensure compliance with donor regulations

  1. Security

Ensure compliance with security protocols and policies

· Consider security implications of all program activities, reviewing all new initiatives with national staff and community leaders

· Compliance & Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Qualifications:

Requirements

· University degree in law, social sciences or social work other relevant field of study or equivalent experience (bachelor’s degree as a minimum)

· Solid experience from protection programming (minimum 3 years)- including focus on protection monitoring and responding to identified protection needs, humanitarian experience

· Relevant regional experience strongly preferred

· Familiarity with standards and guidelines for protection programming and coordination as well as guidance on protection from SEA

· Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs

· Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently

· Ability to work well with a cross-cultural team

· Strong communication skills, both oral and written

· Skills in advocacy essential

· Ability to draft written protection reports, lead assessments and analyze data.

· Ability to manage teams – especially field teams in a challenging environment

· Ability and willingness to live and work in a challenging environment

  1. Language Skills:

· Strong English language skills

· Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, government representatives and others

· Ability to speak Arabic language is a plus.
