BACKGROUND

DRC has been providing relief and development services in the Horn of Africa since 1997 and initially focused assisting those who are displaced by conflict, but now works with all those in the region impacted by displacement. DRC has offices across the region, and has been working in Ethiopia in 2009 and Djibouti since earlier in 2015 to address the needs of refugees, IDPs, and migrants in or transiting those countries. DRC has offices in Djibouti-Ville, Ali-Sabieh, and Obock, and implements projects in three refugee camps across Djibouti.

DRC has been providing relief and development services in the Horn of Africa and Yemen since 1997 and initially focused assisting those who are displaced by conflict in Somalia, but now works with those in the region impacted by forced displacement. DRC has offices across the region, and opened its first office in Ethiopia in 2009, and the program overseen in Addis Ababa now covers nine offices spread across Ethiopia and Djibouti (Gambella town, Itang, Dimma, Dollo Ado, Jijiga, Shire, Djibouti Ville, Ali Sabieh, and Markazi) to address the needs of refugees, IDPs, and migrants in transit.

In Ethiopia, DRC has been in the forefront of responding to the refugee influx from South Sudan into the Gambella region, primarily by providing water and shelter to refugees in camps, and also through livelihoods and protection programming. DRC has been increasingly strengthening its profile in particular in the protection programming in Gambella region over the last 6 months. DRC Ethiopia also has activities in Dollo Ado and Jijiga in eastern Ethiopia to assist Somali refugees and host communities there, and has earlier this year opened an office in Shire to respond to the needs of Eritrean refugees. DRC’s work in Djibouti began with its registration in April 2015 and addresses a wide range of challenges raised by the displacement to and through that country, including mixed migratory flows heading to the Middle East, Yemeni refugees fleeing conflict, and protracted Somali refugees in Djibouti for two decades or more.

JOB PROFILE

The Program Coordinator (PC) for the DRC Ethiopia and Djibouti operation will be based in Addis Ababa, Ethiopia, but will cover the entire programme and travel frequently to all project locations. The PC will work closely with the Head of Programme, SMT and Area Managers to ensure effective and efficient delivery of activities to benefit persons of concern within DRC’s mandate in Ethiopia and Djibouti.

KEY RESPONSIBILITIES

Technical Support:

  • Contribute to the overall program quality and provide support to DRC technical leads (protection, livelihoods, CCCM, shelter, migration), in close coordination with HoP.
  • Support the programme teams in meeting the project objectives within the timeframe and allocated budget, with specific attention to ensuring quality interventions, in close coordination with HoP.

Monitoring, Reporting, and Development:

  • Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards and to measure progress against implementation plans.
  • Conduct program monitoring as per expected outputs and outcomes.
  • Contribute to and ensure the quality of donor and management reports on all DRC projects in Ethiopia and Djibouti.
  • Contribute to the development of new programme design and proposals for DRC Ethiopia and Djibouti in close coordination with the SMT, Grants Team and technical leads, with the support of HoP.
  • Monitor budgets and project expenditures for all program interventions in Djibouti, with support from the Finance Team and HoP.
  • Conduct, as agreed upon, specific capacity building for DRC staff.

Coordination and Representation:

  • Effectively use information gathered by DRC in the field to advocate on important issues as well as longer term planning for target populations, in line DRC’s mandate and strategy, and as per agreement with HoP and SMT.
  • Coordinate with ARRA, ONARS, UN agencies, INGOs, NNGOs and other key stakeholders on relevant issues and contingency planning, in close cooperation with the HoP and SMT.
  • Ensure internal coordination and harmonization of DRC’s activities with DRC’s Ethiopia/Djibouti and relevant regional programs.

  • Assume top responsibilities as needed

QUALIFICATIONS

  • University or graduate degree in international relations, development, law, gender, or other relevant field.
  • Minimum of five years' relevant work experience, with experience in refugee and/or IDP response program management a requirement.
  • Proven commitment to accountability and quality assurance.
  • Excellent analytical and writing skills.
  • Experience with capacity building, and in convening and facilitating trainings and workshops.
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with national staff members and other stakeholders.
  • Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments.
  • Ability to work well under pressure and in adverse conditions.
  • Substantial project management skills and experience.
  • Strong professional written and oral English and French language skills.
  • Proficiency in common computer packages and financial software i.e. Word, Excel, PowerPoint, etc.

GENERAL

Commitments:

DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework into the work of DRC

Conditions

Availability: As soon as possible

Duty station: Addis Ababa, Ethiopia with frequent travel across Ethiopia and Djibouti or elsewhere in the region, as agreed upon with SMT. This is an accompanied position. Accommodations will be provided in Addis Ababa for this position, but will arranged by the incumbent with support from DRC upon arrival in the region

Reporting: This position works directly under the supervison of supervised by the Head of Programme in Addis Ababa, and will also work closely with DRC’s staff programme wide.

Contract: 6 months contract ,Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A14.

For qualified National staff the terms of employment will be in accordance with DRC terms for National staff
