M&E Consultancy for Mercy Corps South Sudan - internal MEL framework and assessment toolkit

Background and description:
Technical support is requested to evaluate, inform and build a systematic rapid assessment and M&E system for Mercy Corps WASH programming in Rubkona (and replicate it across smaller programming in food security and education in Rubkona county). Mercy Corps currently implements WASH in the UNMISS Bentiu Protection of Civilian (POC) site and Rubkona County; and Education in UNMISS Bentiu Protection of Civilian (PoC) site, Bentiu Town, Nyal and Ganyliel.
Funding for this project is primarily from OFDA ELACAP 2 for WASH programming in Rubkona and also drawn in smaller part from food security and education grants in wider Rubkona county.
Consultant Objectives:
- Increase accountability to the people Mercy Corps serves by developing participatory rapid assessment tools to be used to inform program activities.
- Develop and institutionalize minimum standards for program implementation and management in the ELACAP (WASH) program and two smaller food security and education programs.
- Improve monitoring and evaluation of program effectiveness to increase responsiveness to the needs of the people Mercy Corps serves and to realign program priorities in real-time.
- Capture and document coordination/advocacy, staff development and operational practices and lessons learned.
Consultant Activities:
Improve current rapid assessment toolkits with a focus on WASH/EiE sectors and protection mainstreaming inclusive of gender-based violence and child protection.
- Review existing ELACAP WASH tools and provide guidance to develop a flexible toolkit that can be easily adapted by trained field staff to a range of operational, security and budgetary scenarios including acute emergency response and sensitive security situations.
- Utilize existing in-country resources, other Mercy Corps resources and external tools.
- Ensure the toolkit is localized to rural IDP and PoC contexts of Unity State.
Improve the current M&E framework in place to be a lightweight, informative M&E framework for WASH programming in Rubkona.
- Provide guidance on indicators to monitor minimum standards, protection/gender etc.
- Ensure tools are useable by a diversity of field staff with varying levels of literacy and numeracy.
- Integrate a feedback loop component for field staff to use M&E data in real-time for program adjustments and changes.
- Integrate a feedback loop component for the people we serve to ensure programming addresses their needs.
Develop an outbreak response platform for WASH programming in Rubkona.
Provide training, mentorship and technical assistance to field staff on implementation of rapid assessments and the M&E framework.
Compose a brief trip report including recommendations and next steps for field staff and Mercy Corps South Sudan including adapting these tools to the smaller food security and education programs also ongoing in Rubkona county.
Consultant Deliverables:
- M&E system developed for ELACAP WASH
- M&E system replicated across other small programs in food security/education programming in Rubkona County
- Rapid assessment toolkit developed
- Outbreak response platform developed
- Training sessions for staff (complete with training records)
- Trip report
- Recommendations report including findings of assessment of MEL processes

Required Qualification and Skills
The consultant shall meet the following requirements:
- Master's degree in development fields equivalent in social science, statistics, or database management preferred;
- 5+ years field technical M&E experience in international relief and development in Africa;
- Experience in setting up and managing M&E systems and designing or evaluating multiple sectors including education programs, youth civic engagement, and peacebuilding, etc.;
- Demonstrated ability to write donor quality technical reports;
- Demonstrated understanding of complex emergencies, related security concerns, and appropriate responses, with experience in South Sudan strongly preferred;
- Effective verbal and written communication, organizational, prioritization and MS Office applications;
- Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members;
- Knowledge of Mercy Corps, USAID systems and procedures /desirable an added advantage.
