The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

BRIEF EXPLANATION ABOUT THE ASSESSMENT
The Norwegian Refugees Council (NRC) is seeking a qualified consultant to prepare an end term assessment for HLP interventions by NRC’s Information, Counselling and Legal Assistance (ICLA) Programme in different locations in South Sudan and mainly the previous states of Warrap, NBeG and Central Equatoria.
The assessment has several objectives including measuring the impact of pervious interventions, leading and providing support to the ICLA field team in conducting wrap up activities and offering recommendations for future ICLA programming in light of the contextual changes in South Sudan in general and HLP laws and practices in the three targeted states in particular.

Job description

  • DELIVERABLE AND REPORTING DEADLIENS
  • The main output is a final end term assessment report but other outputs are also expected as detailed in the full Terms of Reference. All outputs should be finalized before 15 December 2016.
  • Total duration of the consultancy is two to three weeks including travel times.
  • THE MAIN OBJECTIVES OF THE ASSESSMENT ARE AS FOLLOWS:
  • To assess what worked best of the various interventions under the project and measure the main changes produced by them.
  • To provide a critical understanding of the outcomes, process and impact of the ICLA activities mainly in terms of relevance, sustainability and lessons learned.
  • To lead the ICLA field teams with the following wrap up activities:

Qualifications

  • Strong technical background and skills in the international framework around housing, land and property.
  • Minimum of Bachelor degree in Law or other related field.
  • Proved experience of minimum five years working in the humanitarian sector and conducting project assessments and/or evaluation.
  • Proved knowledge of the South Sudan context and the domestic legal framework applicable in the country.
  • Strong command of written and spoken English.
  • Ability to deliver according to agree deadlines.
  • Previous experience working with NRC and the ICLA programme is an advantage.

Personal qualities

  • 5 years field experience in the humanitarian sector, in Access, Advocacy, Security, Protection or other related field. At least 3 years in high risk environments.
  • Awareness of the South Sudan context and the domestic legal framework applicable in the country.
