Mercy Corps Ethiopia is operating in Somali, Oromiya, Addis Ababa, and SNNPR in the sectors of Water and Sanitation, Economic Development, Livelihoods, Capacity Building, Emergency Response, Health and Nutrition and similar sectors.

Purpose/Project Description:

Mercy Corps is an implementing partner under Catholic Relief Services for a USAID Food For Peace-funded Development Food Assistant Project(DFAP) for Ethiopia. The DFAP-Ethiopian Livelihoods and Resiliency Program (ELRP), intends to improve food access and incomes through agriculture and other livelihoods initiatives; enhance natural resource and environmental management; combat under nutrition, especially for children under two and pregnant and lactating women; and mitigate disaster impact through early warning and community preparedness activities. The ELRP is intended to build resilience in populations vulnerable to chronic hunger and repeated hunger crises, and to reduce their future need for ongoing or emergency food assistance. The program is a 5-year program, commencing in October 2016.

Consultant Objectives:

Mercy Corps seeks a Pastoral and Agro-Pastoral Development Expert with skills in Livestock Production and Management and Animal Health; livestock related Barrier Analyses (BA) design and implementation; ;ivestock Value Chain Analyses; Knowledge and Capacity Assessment for community, Implementing Partner and Government-staff related to Livestock Production, Management, Marketing, Animal Health; Livestock Production/Market/Health Curriculum Development; and who has previously served as an Advisorto full-time locally-based implementing staff. The candidate or choice will be responsible for working with the Senior Livestock and Rangeland Advisor, who will be supporting implementing partners in resilience building in pastoral and agro-pastoral sectors, including livelihood development, employment, marketing, animal health, and small business opportunities; and climate-adaptive disaster risk reduction planning and management.

The key roles of the Consultant will be to: i) design a Barrier Analysis questionnaire related to livestock production and management, livestock marketing, livelihood challenges and animal health; ii) design five Market Mapping Analysis (MMA) questionnaires related to a) improving livestock production and management through improved 1-veterinary services, 2-veterinary supplies, and 3-access to and use of feed/fodder, b) improving livestock market opportunities: 4&5-availability/access to/live animal and livestock by-product sales; and iii) and develop a training curriculum in MMA; iv) analyses of MMA results; and v) report production related to the BA and MMA activities.

The work of the Consultant will support the following purposes and objectives of DFAP-ELRP:

  • Purpose 2: Households improve their sustainable economic well-being.
  • Sub-purpose 2.1: Households have increased and diversified income.
  • IO 2.1.2: Clients have new on-farm and off-farm income generating enterprises
  • IO 2.1.3: Young adults are gainfully employed
  • Sub-purpose 2.2: Clients have increased and diversified agriculture production.
  • IO 2.2.1: Clients have expanded access to agriculture inputs
  • IO 2.2.2: Clients adopted improved agriculture management practices and technologies

The woredas for the DFAP-ELRP implementation are as follows:

  • East Haraghe Zone, Babile; Deder, Melka Belo and Midega Tola woredas
  • Dire Dawa
  • Arsi Zone, Zeway Dugda woreda
  • West Arsi Zone, Shala and Arsi Negele woredas

Consultant Activities:

The Consultant will:

· Develop Barrier Analyses questionnaires to be implemented by the Senior Livestock and Rangeland Manager (SLRM) and team and analyze results upon completion of all BAs, in collaboration with said team, with goal of strengthening livestock production and management, animal health, feed/fodder use and sales, and livestock/livestock by-product sales.

· Develop Knowledge and Capacity Assessments for community, Implementing Partner and Government-staff, to be implemented by the SLRM and team and analyze results upon completion of all BAs, in collaboration with said team, with goal of as basis for understanding gaps and strengths in understanding livestock production and management, animal marketing, and animal health practices, opportunities and challenges.

· Develop five MMA questionnaires to be implemented by the Livestock and Rangeland Manager and team, and analyze results upon completion of all MMAs in collaboration with said team, with goal of understanding value chain challenges related to animal production, health, sales and employment opportunities.

· Develop MMA training curriculum to be delivered by MMA Expert, SLRM and LRM team, with goal of improving value chain specific to improving livestock production and management, health, sales and entry opportunities.

Consultant Deliverables:

The Consultant will provide the following deliverables:

· Questionnaire to assess community knowledge and perceptions of livestock production and management, feed/fodder use, livestock value chain and livelihood challenges.

· Questionnaire to assess IPs knowledge and perceptions of livestock production and management, feed/fodder use, livestock value chain and livelihood challenges.

· Questionnaire to assess GoE knowledge and perceptions of livestock production and management, feed/fodder use, livestock value chain and livelihood challenges.

· Three BA questionnaires to assess individuals knowledge and perceptions of livestock production and management, feed/fodder use, market and livelihood access challenges.

· Four MMA questionnaires to assess livestock value chain as related to improving livestock production, animal health services and products, access to supplemental animal feed and fodder, and livestock sales.

· Training curriculums related to improving: 1) livestock production and management, 2) animal health, 3) livestock and livestock by-product sales and 4) livestock related livelihoods.

· Reports on BA and all assessments results.

· Reports on BA and MMA training.

· Barrier Analysis of Government of Ethiopia Anima Health Workers and Community-Based Animal Health workers training needs

· Training curriculum

Anticipated in year 2: report on training

Timeframe / Schedule:

· October 1, 2016 to September 30, 2017: 15 days to develop barrier analysis and training curriculum

· Anticipated October 1, 2017 to September 30, 2018: 45 days provide trainings and report on trainings

The Consultant will report to:

The Consultant will work closely with:

Mercy Corps Portland-based Livestock Technical Support Services Unit; Ethiopia-based Senior Livestock and Rangeland Management Advisor; CRS counterparts; Implementing Partner counterparts; Government of Ethiopia counterparts.
