South Sudan: Protection Coordinator

We are looking for highly qualified, self-motivated Protection Coordinator able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult, stressful and sometimes insecure conditions.

Who are we?

The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries through-out the world, including South Sudan. DRC/DDG fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation, post-conflict recovery and humanitarian mine-action.

​Danish Refugee Council (DRC) in conjunction with Danish Demining Group (DDG) has been operating in South Sudan since 2005 initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed.

​In 2012 - 2013, DRC opened its operations in Upper Nile and Unity States to respond to the large influx of refugees coming from Blue Nile State and South Kordofan (Sudan). In addition to the refugee response and since 2014, DRC has been then actively engaged in responding to the humanitarian needs of IDPs affected by the internal conflict through the provision of integrated approaches.

​With a total of 450 national staff, 50 expatriate staff and an annual budget of USD 20 million, we are currently implementing multi-sectorial interventions through the provision of humanitarian services focused on CCCM, Protection, SGBV, FSL, Shelter and Infrastructure to both internally displaced persons and refugees across 5 field sites (Ajuong Thok, Bentiu, Maban, Malakal and Melut).

​About the job

​The Protection Coordinator has the overall responsibility for technical quality of protection work in all sites and information flows on protection to and from the field. The Protection Coordinator has decision making authority on technical protection issues. To achieve the objectives of the position, the Protection Coordinator will perform the following tasks and undertake the following responsibilities:

Programming:

  • Ensure programme quality in protection programming across DRC country programme and provide guidance/support to timely protection deliverables;
  • Provide oversight of technical aspects of protection staff’s work and identify training needs;
  • Lead/support on proposals developed in area of protection;
  • Provide inputs to, and advocate for, mainstreaming protection in proposals and interventions;
  • Develop and roll out protection mainstreaming strategy for DRC’s programme;
  • Update country protection strategy as needed;
  • Maintain up to date knowledge of protection issues in South Sudan and share this information with teams and senior management as appropriate;
  • Provide technical advice on planning assessments; participate in protection assessments as needed;
  • Identify protection gaps and opportunities for DRC interventions and participate in enhancing DRC/DDG integration in all field sites as relevant.
  • Ensure sharing of experiences, lessons learned, and good practice across sites and from other DRC country programmes;
  • Develop/strengthen a protection data collection and management system as required;
  • Ensure that DRC’s protection programming meets accountability obligations and carried out in accordance with the HAP Standard for Humanitarian Accountability and Quality Management (ref. Programme Handbook Annex 15 and related tools).

Coordination and Representation:

  • Attend national and state level protection clusters as well as other protection related meetings; respond to requests for information from protection cluster and related sub-clusters;
  • Advocate and guide advocacy on protection issues;
  • Manage information flows to and from field sites, including updates into and from Cluster, Coordination and other relevant meetings;
  • Ensure protection related information products are standardised and kept up to date, e.g. site reports, 5Ws, briefing notes and coordinate news/interest piece and press releases;
  • Quality assurance of donor reports, advocacy and policy notes, other protection reports;
  • Support proposal development and coordinate multi-site proposals;
  • Work closely with the Deputy Country Director- Programmes, Programme Coordinator, other technical coordinators, Quality Assurance Manager and Area Managers to ensure that all protection activities are being appropriately monitored and evaluated.

Finance and Logistics:

  • Ensure full compliance with DRC and donor financial guidelines and policies while implementing the projects;
  • Monitor budgets burning rates to ensure the timely utilization of all resources, spending is in line with project timelines and implementation schedules. Actively propose and adjust budget forecasts when needed;
  • Participate on the development of procurement plans for protection activities.

Human Resources:

  • Provide technical questions and support to interviews for protection international and national staff;
  • Provide input in revised job descriptions if needed;
  • Training and capacity building in protection issues and mainstreaming;
  • Assess protection staff capacity and provide and/or recommend training and coaching opportunities to increase technical skills as necessary;
  • Identify training gaps among protection staff;
  • Support Area Managers on nationalisation planning for protection staff;
  • Support Area Managers that staff are well versed on DRC's Code of Conduct, accountability, respectful dialogue with beneficiaries, and prevention of sexual exploitation and abuse.
  • Any other tasks required by DCD-P relevant to implementation of protection.

About You

To be successful in this role you must have:

​Mandatory qualifications

  • At least 4 years’ proven and successful track record of humanitarian experience, including in a camp setting;
  • Degree in law, social science or social work;
  • Direct experience and/or broad knowledge of themes relevant to conflict-affected or post-conflict countries;
  • Strong knowledge of protection and Sexual and Gender Based Violence (SGBV);
  • Ability to work effectively as an integral part of multi-disciplinary, multi-cultural team and to work with a wide range of counterparts, and other partners;
  • Proven coordination skills;
  • Demonstrated experience in working to tight deadlines, and managing pressure;
  • Fluency in written and spoken English is essential;
  • Self-motivated and able to work with a minimum of guidance;
  • Very strong computer skills (Excel, Word, PowerPoint, and Outlook)

Desirable

  • Prior experience in South Sudan
  • Prior experience with UN cluster system
  • Knowledge of protection mainstreaming in camp management
  • Experience in accountability to beneficiaries and communication with communities;

We offer

​Contract of 13 months renewable dependent on both funding and performance.

Duty Station: Juba with frequent fly to the field locations.
