Terms of Reference – Deputy Team Leader

  1. Introduction

    The Health Pooled Fund (HPF) is transforming the lives of millions of people in South Sudan by providing access to good quality basic health services in partnership with Government of the Republic of South Sudan’s (GRSS) Ministry of Health (MoH). HPF aims to lay the foundations for the MoH to provide quality healthcare for its own people in a future free from dependency on foreign aid. The programme has a strong focus on transforming maternal and child health in South Sudan.

    HPF is supported by the United Kingdom Government Department for International Development (DFID), the government of Canada, the United States Agency for International Development (USAID), the European Union and the Swedish International Development and Cooperation Agency. It has been operating in South Sudan since October 2012 and was recently awarded a two-year extension until April 2018.

    HPF currently operates in 21 of South Sudan’s 28 states (an area which covers eight of South Sudan’s 10 former states: Central, Western and Eastern Equatoria; Northern and Western Bahr el Ghazal; Warrap, Unity, and Lakes.)

    The key objectives of the HPF are:

  2. To improve access, use, and quality of Primary Health Care (PHC) services and Emergency Obstetric and Newborn Care (EmONC) services.

  3. To increase accountability and effectiveness by working with community mechanisms for improving health and health education.

  4. To support strengthening of key stewardship functions of the MoH including: planning, management, coordination, supervision and monitoring at all levels, in accordance with MoH guidelines and tools.

  5. Scope of Services

    The Deputy Team Leader will be responsible for overseeing the operational and technical aspects of the HPF, ensuring the delivery and quality of HPF technical outputs.

    Technical Oversight

  6. The Deputy Team Leader will also be responsible for managing and quality assuring short term input to the project according to the work plan.

  7. The Deputy Team Leader will oversee all technical issues brought up by service providers under the programme.

  8. The Deputy Team Leader will be responsible to update/review the project’s workplan and logframe as needed.

  9. The Deputy Team Leader will be responsible to ensure that all logframe indicators are achieved, in close coordination with the technical leads of each workstream.

Client Reporting

  • The Deputy Team Leader will be charged with the quality assurance of key reports as specified in the programme terms of reference.

Personnel and Project Management

  • The Deputy Team Leader will oversee the Health Service Delivery Manager, the M&E Manager, the Health Systems Strengthening Manager

  • The Deputy Team Leader will cover for the Team Leader when needed

  • The Deputy Team Leader will work closely with government counterparts

  • The Deputy Team Leader will work closely with Project Management to oversee daily operations, serving as liaising between all teams to forward technical matters

  • Minimum requirement

  • A public health expert or equivalent

  • A minimum of 10 years practical experience in the health sector

  • Knowledge of procurement of goods and services on donor programmes

  • Strong knowledge of and experience in the South Sudan context; additional experience working in fragile states beneficial

  • Experience working with governments and civil society organisations in South Sudan and/or developing countries

  • Experience managing large teams

  • Excellent interpersonal skills including cross-cultural experience

  • Excellent writing skills
