Country and project background

Malaria Consortium began activities in South Sudan in 2005 and is currently implementing an integrated community case management programme for malaria, diarrhoea, pneumonia and nutrition in Northern Bahr el Ghazal, overseeing Global Fund supported universal distribution of LLINs in Norther Bahr el Ghazal, supporting the management of NTDs in four counties in Yei River State through mass drug administration and providing strategic technical assistance to the MoH in Wau, Tonj, Eastern Lakes, Western Lakes, Gok, Yei, Juba, Kapoeta and Torit states. Malaria Consortium works with partners at all levels of government in an effort to support South Sudan in rebuilding the health system after successive conflicts.

The Health Pooled Fund is a consolidation of funding from the British Government’s Department for International Development (DFID), the Government of Canada, the European Union, the Swedish International Development and Cooperation Agency (SIDA), and the United States Agency for International Development (USAID) and aims to support the Government of South Sudan in reducing maternal and infant mortality, ensuring universal coverage, and improving the overall health status as well as the quality of life of the South Sudanese population. The Health Pooled Fund is based on a county model, whereby support is provided to the county health departments for the delivery of health services, health system strengthening and community ownership. Malaria Consortium is planning to support the county health departments in Aweil Centre, Aweil East and Aweil South under Health Pooled Fund.

Jobpurpose

The Health Pooled Fund County Coordinator will be responsible for overseeing the implementation, management and reporting for the Health Pooled Fund project in Aweil Centre, Aweil East and Aweil South.

Scope of work**

The Programme Manager will oversee all aspects and activities under the Health Pooled Fund project. S/he will lead a team consisting of technical and operational staff to deliver results aligned to the project work plan, targets and objectives. This will be done with support from the Country Director and Country Technical Coordinator. The post holder will play a vital role in maintaining relationships with the County Health Departments, key stakeholders at the state and national level and partners implementing under Malaria Consortium for this project in Northern Bahr el Ghazal.

Key workingrelationships

The Programme Manager will work closely with the Technical Coordinator, with guidance from the Country Director (line manager). The post holder will receive additional support from the Country Management Team based in Juba. S/he will lead a field-based team, implementing the various activities at the county, state hospital, health facility and community level within Aweil Centre, Aweil East and Aweil South.

The post holder will communicate directly with stakeholders at the county health department, State Ministry of Health and other key stakeholders in the State. S/he will maintain a good working relationship with partnering agencies for this project and other partners implementing health projects within Northern Bahr el Ghazal, participating in technical working group meetings and project dissemination.

Key accountabilities

Programme Management (50%)

  • Manage a field-based team to ensure the delivery of activities on time and within budget, according to the project plan.
  • Line manage a Health Systems Technial Advisor, M&E Advisor and Grant & Finance Manager, allocated to the Health Pooled Fund project.
  • Address gaps and delays in project implementation with support from the management in the Aweil field office and country office in Juba.
  • Liaise with partnering agencies to ensure that partners carry out project activities according to the agreed work plan and in compliance of the donor policies.

Budget Management (20%)

  • Act as the budget holder for the Health Pooled Fund project.
  • Review monthly budget variance report and transactions list within 3 days of receiving the monthly financial report in order to confirm accuracy.
  • Participate in and contribute to country and programme level budget review meetings and lead in quarterly forecasting of HR budget.

Operations (20%)

  • Develop and execute a clear procurement and operations plan in compliance with Malaria Consortium procurement and operations policy and donor policy.
  • Oversee all project logistics including the transport, stock management and accountability of all drugs, supplies and equipment needed for the project, in collaboration with the Operations Manager.

Reporting (10%)

  • Collate partner information for donor reporting, in collaboration with the project Technical Advisor and M&E Advisor.
  • Submit complete and timely donor reports and internal reports.

Personspecification

Qualificationsand experience:

Essential:

  • Degree in project management, public health, development or another related discipline
  • Minimum 7 years of experience in public health project management with demonstrated experience managing large teams and multiple projects in sub-Saharan Africa, in resource limited contexts
  • Experience managing large scale projects with multiple teams and playing a significant role in managing the HR and logistics elements of these projects
  • Experience in budget management and monitoring expenditure
  • Experience writing high quality and detailed project reports

Desirable:

  • Experience managing projects in post-conflict or fragile contexts
  • Experience managing health projects in South Sudan

Work-based skills:

Essential:

  • Clear communication skills for managing partnerships and relationships with government stakeholders at all levels
  • Excellent written and spoken English skills
  • Proficient in MS Office
  • Flexible and diplomatic management style
  • Technical knowledge in M&E, health system strengthening and maternal and child health

Desirable:

  • South Sudanese Arabic skills
