Program / Department Summary
Mercy Corps began programming in Sudan in 1985, and has been operating in states of what is now South Sudan since 2005; operations have continued since the independence of South Sudan in 2011. We have been working to meet people's immediate needs, and with communities, to build local capacity and promote economic development, especially with the eruption of violence in December 2013. Mercy Corps South Sudan's priority areas are food security and livelihoods (focusing on cash assistance, market-based solutions in agriculture and economic development), WASH and Education. Mercy Corps has been implementing project which combine agricultural, economic development, WASH, and other humanitarian interventions to tackle the convulsive crises affecting vulnerable communities. Mercy Corps has worked to build relationships with local government and other actors, which has enhanced our understanding of local contexts and the multiple stakeholders involved.
General Position Summary
The M&E and Program Development Manager will support the management and implementation of all Mercy Corps South Sudan's monitoring and evaluation plan, monitoring the outcome and impact of interventions, and learning; and contribute/lead/co-lead program development. The M&E and Program Development Manager will provide leadership to the programs, including all field teams, in developing program level M&E systems that enable clients and stakeholders to analyze and effectively represent programs results in a synchronized manner. Ensure that monitoring systems meet the requirements of specific donors and reported with quality and evidences. Lead the process of conducting baselines, mid lines and end line surveys for impact level indicators and continuously improve the different databases. In addition, the M & E manager will be responsible for tracking and recording systems, working closely with program staff, partners and donors. She will establish the country level M&E system serving the needs of all programs and the system must include a variety of methodologies (both quantitative and qualitative) and also must engage communities. She will work on Program Development and new initiatives closely with the CD, DoP, field team and the desk; also work on communication and visibility for MC SS. As such, work towards positive program public image, communication plan to build support for implementing various programs, and actively lead and or contribute to influencing on the agenda items strategized by the country leadership.
Essential Job Responsibilities
Technical Leadership
- Contribute to program design to ensure adherence to Mercy Corps' standards, including the use of standardized indicators and documentation methodologies.
- Provide leadership and training in the development of M&E Plans, M&E tools, survey design, methodology, data analysis, and other services as may be required.
- Assist in the recruitment and induction of competent M&E program staff and consultants.
- Build the capacity of all relevant programs team members to develop and maintain an excellent M&E system, including the periodic reflection and analysis of program data.
- Address shortfalls in monitoring, evaluation and information management.
Take the lead in aligning, collecting and reporting on relevant indicators to the organizational-wide M&E systems.**Oversight and Management of Data and Information Systems**
Develop Management Information System to support data collection, analysis and reporting.
Maintain a comprehensive schedule of donor funding reports for the integrated humanitarian response programs and review project/program reports to ensure that reports contain accurate, clear, and high-quality data and presented in the proper format.
Develop program and operational reporting templates that facilitate the acquisition, aggregation and flow of information in the program.**Team Management**
Create and sustain a work environment of mutual respect where M&E team members strive to achieve excellence.
Technically supervise the M&E field staff.
Provide programs team members with information, tools and other resources to improve performance and reach objectives.
Contribute to the team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.**Program Development**
Support country office identify new key relationships with other regional NGOs, INGOs and Embassies for identifying potential funding opportunities.
With communications develop key marketing material for current grants.
Inform and update colleagues of specific new funding opportunities.
Work with and through country office and in collaboration with CD and DoP to maintain strong relationships with donors, clusters and other key stakeholders.
Represent Mercy Corps as necessary at internal and external meetings to enhance Mercy Corps reputation as a credible, reliable partner in development and relief.
Lead/or co-lead/contribute to develop of concept notes, Expression of Interest and proposals working closely with DoP, HoHs, field teams, Desk and CD.
Coordinate submission of proposal and concept notes with consortium partners, as needed.
Internal and External Coordination
- Strengthen linkages with other internal resources, including the Digital Library, Hub, and Website, to enhance organizational learning.
- Provide support to and coordinate between all field locations in all aspects of M&E, program development and information management in country.
- Coordinate with Desk, TSU, comms, Advocacy and New Initiatives teams.
- Participate in M&E-related working groups and maintain close working relationships with DM&E counterparts in other relevant international NGOs, and local NGOs and associations in Somalia.
Strategic Leadership
- Provide leadership, in collaboration with the Director of Programs and the Country Director to offices and programs in all aspects of M&E and Program Development.
- Participates in the facilitation of country and sector-level strategic planning sessions, assisting in the development of the CO annual plans.
- Actively participate in management meetings and country-wide strategy sessions.
Representation
- Build collaborative partnerships with consortium partners, donors and stakeholders.
- Communicate effectively to ensure overall project targets and donor obligations are met.
Security
- Ensure compliance with security procedures and policies as determined by country
- Proactively ensure that team members operate in a secure environment and are aware of policies.
Organizational Learning

Mercy Corps team members are expected to support all efforts toward accountability, specifically
to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Works Directly With: DoP, Heads of Offices, field teams, Project/Program Managers, as well as operation staff in the country and field offices
Knowledge and Experience
- BA/S or equivalent in International Development or a related field required;.
- 3-5 years of active M&E work experience in development programming required;.
- Demonstrated ability to write high quality proposals and concept notes, while working actively with Programs for designing new programs.
- Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on producing quality products.
- Previous experience working on USAID/OFDA/ UN/EU-funded programs strongly preferred.
- Excellent computer skills, including experience with: Excel, PowerPoint, Publisher, SPSS, Access, SQL, and any other statistical packages.
- Effective verbal and written communication, multi-tasking, organizational, and prioritization skills
- Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
- Experience living and working in challenging environments preferred.
- Excellent interpersonal and cross-cultural communications skills
- Ability to work independently and as a virtual team member.
- Fluency in spoken and written English.**Success Factors**
The successful candidate will have an ability to interact effectively with international and national personnel both in a technical advisory and training capacity and will also have an ability to support programmatic objectives with timely and meaningful information. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is essential, as is an impeccable, professional standard of M&E, reporting, communications material and proposals, and willingness and ability to ensure compliance with Mercy Corps and donor policies and procedures. (S)he must be willing to travel regularly to the program sites.
Living Conditions / Environmental Conditions
The position will be based in Juba, South Sudan and is unaccompanied. Juba is the capital city of South Sudan with a significant international community presence. While most basic items and services are fairly available in Juba, living conditions are generally basic in Southern Sudan. In Juba Mercy Corps has a compound with individual one-bedroom apartments and this position will be provided one apartment. The climate is very hot, humid and dusty. Medical facilities are basic, and tropical diseases including malaria are endemic.
The location is eligible for hardship and R&R benefits. Working hours require flexibility and working through weekends/evenings might be necessary. Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
