Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. PUI relies on 30 years of field experience in 50 countries in crisis, as well as on the complementarity of its medical and non-medical expertise, to adapt its programs to each context and to the real needs of the most vulnerable populations.
The association leads in average 250 projects each year in the sectors of food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is currently providing assistance to about 4 million people in 21 countries in Africa, Asia, the Middle East, Eastern Europe, Caucasus and France.

Humanitarian situation and needs
In the Republic of South Sudan (SSD), the most recent civil war that began in December 2013 has resulted in 1 million refugees and 2 million IDPs, out of a population of about 10 million. Humanitarian aid workers have been blamed by the government for taking sides with the opposition, and have been targeted for assault, rape, and murder by government forces – to date 67 aid workers have been killed. The war is expected to intensify in 2017. All basic services are severely underfunded, due to the deteriorating economy, poor financial management, and corruption.
Northern Bahr el Ghazal (NBeG) State – now Lol State – is not a conflict area but has been affected by the war nonetheless. NBeG is reliant on supplies coming from Sudan and Juba. Sudan has closed its border with SSD, and road access from Juba is insecure. The result has been a severe reduction in supplies reaching NBeG and significantly higher prices. Consequently, more than 50% of the population is in IPC 3 and 4 (severe to emergency).
Our action in the field
PUI has been operating in SSD since February 2015 and intends to extend the coverage of its current intervention. Addressing urgent needs of the most vulnerable in the targeted areas is planned through the following strategic objectives:
- Improvement of the access to primary health care services
- Reduction of the risks associated with food insecurity and undernutrition
In 2016 PUI has been implemented the following projects in Aweil North County (Lol State):
- Health:
Mission currently has ECHO funding to run a PHCC+ in Malual Center Payam. A PHCC+ is essentially a hospital but without surgical capacity. On a monthly basis we see about 5.000 patients, doubling during 2-3 months of the annual Malaria season. The strategy in 2017 is to maintain current level of services at this PHCC+.
- Nutrition:
Mission currently has GIZ, UNICEF, and WFP funding to do OTP, TSFP, and BSFP activities in 4 locations. The strategy for 2017 is to add 8 more locations in the same county.
The financial volume of operation in 2016 is 3.5 million EUR. At the moment Mission is attempting to maintain or grow this volume in 2017, but there are several challenges with donors due to donor fatigue and hostility of the government against UN agencies and NGOs.

As part of our activities in South Sudan, we are looking for a Health Technical Manager.
The Health Technical Manager supervises the implementation of medical programs in the PHC Centre Majak Kaar in Pamat, and for outreach and community based activities in Aweil North County, Northern Bahr El Ghazal State (now Lol State).
- Programs: He/She ensures proper implementation and monitoring of medical program(s) falling under his/her responsibility, while observing PUI’s health policy.
- Human Resources: He/She supervises the Medical Team (PUI salaried employees and, as the case may be, daily paid workers).
- Logistics andAdministration: He/She ensures compliance of activities falling under his/her responsibility with logistical and administrative procedures.
- Representation: He/She represents the association before partners, authorities and local actors involved in the implementation of medical programs.
- Safety: He/She contributes to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information relating to safety concerns to his/her immediate supervisor.
- Strategy: He/She contributes to the development of new interventions on the basis of identified needs.

Proposed Terms
Employed with a Fixed-Term Contract – 3 months

Monthly Gross Income: From 1 815 to 2 145 Euros depending on the experience in International Solidarity + 50 Euros per semester seniority with PUI
