Background
The Swedish Red Cross (SRC) will during 2017-2019, in addition to its multilateral programmes in South Sudan, work bilaterally with South Sudan Red Cross (SSRC) in 4 branches (Wau, Torit, Raja and Juba) in a Community Engagement and Accountability programme that aims to build the capacities of the National Society staff and volunteers at the headquarter and in the four branches to bring about an increased participation of vulnerable communities and persons to actively affect and influence their situation and own development.
The multilateral programme support in South Sudan, via IFRC, is focused on Community Based Health and First Aid, Organizational Development, PMER and Volunteer Development.
SSRC is a newly formed National Society, which replaced the Southern Secretariat of the former Sudanese Red Crescent with the independence of South Sudan in 2011 and was recognized by the International Committee of the Red Cross, and became a member of the International Federation of Red Cross and Red Crescent Societies in 2013. Its headquarters is in Juba and has 10 branches –in each of the South Sudan’s ten states – and a growing network of 5 sub branches. There are currently over 250 SSRC staff across headquarters and branches and approximately 5,000 volunteers across the country.
Swedish RC is looking for a Country Programme Manager (CPM) to coordinate, monitor and support the two operations;
- Bilateral program, managed and implemented by the SSRC,
- Multilateral program, managed by IFRC and implemented by SSRC
Job summary
The position is part of SRC International Department’s Unit for East and Southern Africa, under overall management by the Head of Unit and to whom the Country Programme Manager directly reports. The CPM will manage, supervise and coordinate activities and operations of the bilateral programme and manage a close relationship with IFRC and ICRC for the multilateral programmes with the aim to closely monitor and support when required. The CPM will ensure that donor requirements are met and, in coordination with IFRC and other partners, network to facilitate potential fundraising. Other duties of the CPM are to ensure sound programme management in accordance with relevant SRC policies and procedures, including security management. The role will also provide key strategic and operational guidance in accordance with the SRC Humanitarian Strategy.
Required Qualifications
- Higher academic education (international relations, development studies, business administration, organizational development and capacity building) and/or related field
- 5 years of experience at field level, preferably with the Red Cross and Red Crescent Movement and in Africa
- Experience in managing, supervising and strengthening OD programmes implemented by local partners
- Experience in programming, planning, budgeting, reporting and application writing and of programme management instruments (LFA, evaluation criteria, terms of reference)
- Experience in financial management/budget follow up
- Experience of working in complex and volatile contexts and proven ability of security assessment and operational security management
- Experience of external representation and fundraising
- Experience from working with partnerships approach and working directly with National Societies (domestic organizations) on capacity building
- Experience of working in a multilateral setting and as part of a multilateral team
- Driving license, manual gear
- Profficient knowledge of written and spoken English
