CANADEM is seeking seasoned professionals with previous relevant experience with site management who are available for an immediate deployment to Bentiu, South Sudan as a seconded expert with IOM for a 6 month contract.
Position Title: Site Manager
Duration: 6 months

Position Grade: P3/P4
As of January 2016, IOM took over site management of the Bentiu PoC, in Unity State. Site Management in a PoC area encompasses those activities that focus on i) coordination and monitoring of services (provided by UN and NGO actors) in accordance with agreed standards (as defined and agreed by the CCCM Cluster and UNMISS considering constraints associated with the PoC areas), ii) establishing governance and community participation/mobilization mechanisms, iii) maintenance and care of site infrastructures managed by humanitarian partners, iv) Follow up and coordination with RRP / RCO for UNMISS managed infrastructure, including but not limited to perimeter, gates and drainage. v) managing information: collating and disseminating daily indicators, responding to specific requests by partners, liaising with IM partners and.
The overall aim is to raise the living standards in the camp-like setting and to enable IDPs to enjoy access to their basic rights.
The site manager should coordinate with the CCCM State focal point, in order to ensure equitable provision of services amongst different camp-like settings in the same state, and as much as possible, across states.
Under the overall supervision of the Head of Operations and direct supervision of the CCCM Coordinator, in coordination with the relevant units, the incumbent is accountable for ensuring:
III. Responsibilities and Accountabilities
- Coordinate with the site authorities (UNMISS, RRP / RCO or local government) and liaise with them on behalf of all humanitarian actors and service providers working on the displacement site;
- Establish and maintain effective intra-site coordination mechanisms and facilitate participation in inter-site coordination activities.
- Establish and ensure a transparent system of management including the coordination and monitoring of services (delivered by NGOs and others) and other activities in accordance with agreed standards
- Establish site governance and community participation/mobilisation mechanisms within sites, with particular emphasis on women’s decision-making role, on persons with specific needs, youth and minority groups;.
- Participate in site design and site infrastructure development in coordination with partner actors;
- Ensure clarification of roles and responsibilities amongst stakeholders in the site, for maintenance of site infrastructure with a focus on sustainability and community/local government ownership;
- Promote accountability of humanitarian actors towards site population through the utilization of multiple communication channels and methods. Set up an information management system in the site, including the collection and the supply of data and the transparent sharing of the information.
- Promote and facilitate accountability towards displaced population including through setting up of a complaints and feedback mechanism which promotes accountability
- Support with the registration of site populations, paying particular attention to gender, age and diversity dimensions.
- Provide, where possible, specific assistance to fill the gaps in the supply services needed.
- Promote self-determination of the site population; lead the discussion on transitional or durable solutions with all stakeholders; actively engage local authorities;
- Assist in the development of a site closure and phase-out strategy in the first phase of the response, with the CCCM Cluster and the relevant partners and ensure it is adapted to specific context.
- Provide basic site management training to community leaders including women, minority groups, and persons with specific needs, embedded in leadership structures and participating in decision-making.
- Referring issues that cannot be resolved at the site level to the CCCM lead agencies
- Disseminate relevant policy guidelines and technical standards developed by the CCCM Cluster co-leads;

V. Education and Experience
Education
- Master’s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in camp management or coordination within an international organization;
- Experience in return and reintegration of vulnerable persons;
- Experience working with a numbers of staff and multi-component programmes;
- Experience working in hardship stations;
- Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email.
