Assessment Period

STANDARD PRE-SELECTION TEST SCHEDULED for 1-3 April 2017.

Org. Setting and Reporting

This position is located in United Nations Mission in the Republic of South Sudan (UNMISS) in Juba. Juba is classified as an “E” hardship duty station and a non-family duty station. The position is located within the Relief, Reintegration and Protection Section (RRP). The incumbent reports to the Chief of the Recovery, Return and Reintegration Section.
Mandate On 9 July 2011 South Sudan became the newest country in the world. The birth of the Republic of South Sudan is the culmination of a six-year peace process which began with the signing of the Comprehensive Peace Agreement (CPA) in 2005.
In adopting resolution 1996 (2011) on 8 July 2011, the Security Council determined that the situation faced by South Sudan continued to constitute a threat to international peace and security in the region and established the United Nations Mission in the Republic of South Sudan (UNMISS) to consolidate peace and security and to help establish conditions for development.
Following the crisis which broke out in South Sudan in December 2013, the Security Council, by its resolution 2155 (2014) of 27 May 2014, reinforced UNMISS and reprioritized its mandate towards the protection of civilians, human rights monitoring, and support for the delivery of humanitarian assistance and for the implementation of the Cessation of Hostilities Agreement.
In December 2015, the Security Council, by its resolution 2252 (2015) of 15 December 2015, continued its focus towards protection of civilians, monitoring and investigating human rights, creating the conditions conducive to the delivery of humanitarian assistance and supporting the Implementation of the Peace Agreement.

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:
Planning and Programming:
• Represent RRP Teams at the field level in programming and coordination Mission’s support for protection of civilians and delivery of humanitarian and protection services through close engagement with Mission components, humanitarian, protection and development partners, local authorities and representatives;
• Monitor and assess the situation of protection of civilians, delivery of humanitarian and protection services and return and reintegration
• Provide RRP Teams in Field Offices with guidance to address challenges of protection of civilians, safe and voluntary return and reintegration, delivery of humanitarian and protection services across the country;
• Ensure RRP’s participation and substantive contribution to coordination mechanisms with Mission components, humanitarian, protection and development partners on the protection of civilians;
• Develop and implement durable solutions for IDP’s;
• Provide the Chief of Service, RRR with strategic advice on the implementation of the Mission mandate at the field level, in particular, protection of civilians, safe and voluntary return and reintegration, and foster an environment conducive to delivery of humanitarian and protection service;
• Lead RRP Teams in planning, organizing and reporting on activities to support implementation of the Mission mandate, RRP’s Annual Work Plan and Results Based Budget
• Work with partners to identify opportunities to develop programmes/projects for early recovery and facilitating return and reintegration of displaced persons, including reconciliation and peaceful co-existence initiatives; and
• Conduct any other duties, as required.
Analysis, Advice and Reporting:
• Identify, analyse and monitor political, social and economic developments, trends and emerging issues in the area of responsibility with regard to protection of civilians, delivery of humanitarian assistance, facilitation of return and reintegration of displaced persons and early recovery initiatives;
• Assess implications and bring to the attention of the Chief of Service, ongoing, emerging and anticipated developments that would impact on the implementation of the Mission mandate;
• Lead RRP Teams in producing daily and analytical reports, inputs to code cables and reports of the Secretary-General related to protection of civilians, early recovery, delivery of humanitarian and protection services, and return and reintegration of IDP’s and refugee’s;
• Lead RRP Teams in Field Office and UNMISS HQ in producing inputs to briefings, background notes, talking points, cables, media statements, speeches by senior officials, as well as Mission’s strategies, policies and other mechanisms to strengthen protection of civilians, facilitate return and reintegration and foster an environment conducive to delivery of humanitarian and protection services; and
• Conduct any other duties, as required.
Partnerships:
• Build and sustain collaborative working relations with Mission components, UN and non-UN partners, national authorities and representatives, bilateral and multilateral donors, regional organizations, international financial institutions, private sector, civil society and other stakeholders;
• Constructively engage with IDP’s, vulnerable communities and local authorities to support development of associated policies and guidelines; and
• Conduct any other duties, as required.
Resource Mobilization and Management:
• Support and lead RRP Teams at the field level on the management of UNMISS QIP’s with an aim to establish and build community confidence in the Mission, and to create an improved environment for implementation of the Mission mandate;
• Support and lead RRP Teams at the field level on the development and roll out of the Division’s Annual Work Plan and Results Based Budget, mentor and evaluate the performance of staff members of RRP Teams in field offices; and
• Conduct any other duties, as required.
Information Management and Administration:
• Lead the management of effective flow of information on activities and programmes of RRP Teams, including QIP’s, between Field Offices and the HQ in Juba;
• Contribute to the formulation and implementation of the RRP work programme and support planning and budgetary processes for current and future field operations; and
• Conduct any other duties, as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in social sciences, international relations, economics, development studies, or a related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible professional experience in the areas of protection of civilians, humanitarian affairs, early recovery, complex emergencies, return and reintegration, rehabilitation and development, inter-agency coordination, policy advisory, resource mobilization and advocacy, or related area in a post-conflict context is required. Experience in reintegration of conflict-affected populations, facilitating national dialogue, or confidence-building/reconciliation is required. Experience working in a conflict or post-conflict setting is required. Experience in community-level conflict resolution and reconciliation in the context of countries under conflict or emerging from conflict is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
