Rapid Market Assessment Informing Cash Based Intervention in Duk County, Jonglei State, South Sudan
(1)Back Ground
The Lutheran World Federation Department for World Service (LWF-WS) South Sudan Program has been operational in the country since 2004. LWF/WS has experience working in different localities in South Sudan. Its competence in response to emergencies and development has local, regional and international experience as demonstrated by the regional response to the recent South Sudan crises (December 2013 crises). Jonglei State has the second highest number of internally displaced people[1] and among the highest level of food insecurity and malnutrition in South Sudan. Duk counties, where LWF implements activities in support of IDPs and the host community saw total destruction of community and household assets, the displaced community fled to Twic East and beyond as internally displaced people, further straining host community resources.
In South Sudan LWF-WS works in three states of Jonglei, Upper Nile, and Unity in collaboration with local authorities and community organs and has endeared it well in the local setting. In Jonglei State, LWF/WS emergency response to the 2013 crisis to date has delivered the anticipated results of contributing to the coverage of basic NFI, and food security (through cash transfers), WASH, seed, fishing twines among others) needs for the internally displaced persons, returnees and host communities. The Cash Based Intervention (Such multipurpose cash and conditional cash has been in Duk, Twic East and Uror counties. Though LWF and partners has been supporting the emergency response, for further humanitarian action is crucial to save lives. To this end, LWF has secured funding from DanChurchAid (DCA) to strengthen market based lifesaving intervention in Duk County though cash distribution and local market strengthening.
(2)Market Assessment Objectives
The market assessment will be conducted in three markets of former Duk County, namely Poktap, Padiet and Pajut Markets:
The market assessment objective is to:
Assess vendors capacity in the 3 markets to supply essential goods to beneficiaries of Cash Transfer Programme
Assess availability of key food commodities such as; sorghum, lentils, vegetable and production inputs such as fishing gears, seeds & tools
Assess the availability and their respective capacities of market actors
Assess price fluctuation due to seasonality and purchasing power
Inform the Transfer Value Calculation of a Cash Transfer Programme for food commodities, seeds, and fishing gears
Provide advise on how to support for market actors
(3)Methodsof Data collection / methodology
The assessment will be done in Duk County by visiting three market places (Poktap, Padiet and Pajut. The consultant expected to consult target groups, market actors and market stakeholders based on RAM (Rapid Assessment for Markets). The consultant will decide on additional tools (e.g. Toolkit for Multipurpose Cash) needed to collect all information needed. As foreseen in the RAM, methodologies will include Key Informant Interviews, Focus Group discussion as well as quantitative information about numbers of traders, available stock, financial turnover of vendors, etc.
3.1. Key questions to be considered
The information required for this assignment will include and not limited to:
1.Regularity and utilization of markets by the population
How many market days?
How many clients in average?
Where do clients come from (walking distance)?
2.Access to markets
How do vulnerable groups access the markets?
How Access to markets during rainy season, when roads blocked by flood?
How is access to markets affected by the conflict?
Who is going to the market, preferred market days, market fairs?
3.Number of traders per type (wholesalers and retailers)
Document availability of Key Commodities
In open market stalls
In stocks
5.Quality of identified key commodities
Appreciation per key commodity
Acceptability of by community
6.Supply chain of Key Commodities
How goods reach these main markets (Truck, air charter, tractors, donkey transports, human porters)
How is the presence of key commodities affected by seasonality and conflict? (This should also encompass - the market blockers from central to feeder markets within each of the markets in Duk and access to Bor /Juba market and broader (Uganda, Kenya etc.)
The capacity of retailers and wholesalers to increase their supply to meet increasing demand for food and non-food commodities
Monthly Cash Absorption Capacity of the markets

Prices for identified key commodities
How does price fluctuation per commodity looks in a normal year (according to seasonality)

Conclusions (the following key questions should be addressed)
a) Does the available offer for key commodities allow cash based intervention?
b) If prices are subject to un-normal fluctuation; recommend on how fluctuation can be addressed in CBI?
c) What is the average price of a WFP Food Basket for South Sudan and what do Key Commodities cost?
d) Recommend cash values for seeds (crop and vegetable) and fishing gears interims of unit measurement for each type to items
e) Recommend on a monitoring pattern for prices and offer. Annex the tools recommended for monitoring including baseline data.
f) Recommendation regarding the feasibility and specific risks to be considered when implementing Cash Transfer Programming in this area, both unconditional and conditional.
g) Recommend support area for market actors ( trader , trade union etc) in terms of boosting supply to the markets
h) Determine the daily casual wage rates used in the three markets
(4)Consultant experience**
Open towards qualified individuals and consultancy companies, the consultants should meet the following criteria:
- Master’s degree in Economics or relevant field from a recognized institution.
- At least 5 years of experience working on related activities with expertise in Cash Based Programming, CHS (Common Humanitarian Standard) and Principles of the Code of Conduct for the International Red Cross and Red Crescent Movement and NGOS in Disaster Response Programmes and other humanitarian standards.
- Clear, effective writer in English.
- Experience of working with participatory methodologies
- Willingness to travel to –Duk County for the assignment, to finalize methodologies and approach, and undertaking fieldwork.
(5)Timeline
- 8 Days will be required for this assignment between Juba and Jonglei to assess markets
- At the completion of the assignment, presentation of findings in the power point and a draft of the report, 3 Days will be given for the writing of the Report and submission to LWF for review and approval.
(6)Expressions of Interest**
Details in the expression on the interest should include:
- Approach - information about how the consultants plans to team-up with enumerators from the field / if there is need for local daily labour / how the consultancy team looks like, tools to be used for data collection and analysis
- Attach Budget a detailed budget for the assignment
- Previous reports – submit at least most recent market assessment report the consultant supported
- Referees – include at least three reference organisation which have used the consultants services within the last three years
- Consultancy work plan for the said assignment
