JOB CONTEXT : Handicap International has been operating in South Sudan since 2006, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with functional limitations, their families, and communities in different locations in South Sudan.
Since conflict erupted on December 2013, the already precarious humanitarian situation in South Sudan has significantly deteriorated, leading to the displacement of over a million people with tens of thousands fleeing to neighboring countries. While the country struggled to get back to its feet, conflict erupted again in July 2016, which started a wave of sporadic violence in different parts of the country. Approximately 1.8 million have been displaced as a result of violence and insecurity.
Today, the program includes.
An emergency component with:
A Protection project focusing on Juba IDPs camps, consisting in psychological support and targeted assistance to persons with specific needs – funded by UNHCR
An emergency flying team project consisting in provision of psychological support, rehabilitation services and training of humanitarian actors on inclusion – funded by ECHO
A long-term component with:
A Victim Assistance project based in Yei County funded by MOFA Holland and MOFA Luxembourg, including rehab, livelihood and advocacy components.
A Civic Inclusion project funded by DEVCO focusing on mainstreaming disability among development processes and support to DPOs.
A Mental Health and Psychosocial Support project targeting Juba Teaching hospital & Juba Central Prison funded by AFD and EU.
YOUR MISSION: Under the direct responsibility of the Emergency coordinator, and within the framework of the flying team project, you are in charge of constantly monitoring the humanitarian situation in South Sudan for HI to anticipate potential humanitarian crisis and/or scaling up of humanitarian crisis in specific locations, undertaking multi-sectorial rapid assessments when and where relevant, and designing rapid humanitarian responses. You shall establish and improve the necessary methodology and tools for rapid multi-sectoral assessment and build the capacity of project team members to use them. You are in charge of strengthening HI’s network with relevant partners and forums regarding rapid humanitarian response, with a special focus on basic needs and food security responses.
Your main responsibilities:
Responsible for humanitarian situation monitoring and participation in the strategic development of HI’s emergency response
External representation in basic needs and rapid response forums, in coordination with the emergency coordinator
Management of multi-sectorial rapid assessments
Responsible for rapid responses design, implementation and monitoring
In charge of monitoring and reporting
YOUR PROFILE :
You have :
Generalist bachelor’s or master’s degree (Political Science, IFAID, etc.) or a humanitarian master/a degree in project management
At least 3 years’ experience in working with NGOs preferably in emergency and in a similar context (conflict).
At least 2 years of experience as an Emergency Project manager
Proven Project Management and Monitoring skills
Proven managerial experience
Proven representation experience
Experience in insecure contexts.
Excellent reporting capacity (written and oral communication)

CHARACTERISTICS OF THE POSITION :
You are based in Juba, the capital of South Sudan. Juba is accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights operated by UNHAS connect Juba with major cities and key sites across the country for development and humanitarian activities. The rainy season severely limits movement from may/June to September/October, including internal flights, and severely hampers most road connections.
Since the last crisis, a security level 3 has been established for the H.I mission with restrictions of movments and a curfew in Juba
The accomodation in Juba is ensured in HI’s main office, a former hotel which is now both the working place for all staff and hosting place for expatriates specifically.

Salary from 2752 € (gross) / month regarding the experience of the candidate
Perdiem : 550€ (net)
Hardship allowance : 500€ (net)
