Project Summary: **
The Monitoring and Evaluation Support Project (MESP) provides USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, including assisting the Mission in complying with new requirements under USAID Forward. The project includes monitoring and evaluation technical support to the Mission for performance management at all levels as well as support to assessments, analytical research, and related services required for new project designs, sector strategies, and broader strategic revisions. The Research Specialist will participate in a Rapid Education Risk Analysis (RERA), which is an exercise that offers a more in-depth view into the community-level dynamics of conflict and how they interact with education and other basic services. The RERA therefore will assist the Mission in reaching decisions related to future programming in the education sector. The RERA will target up to 2 schools in POC sites/ IDP camps in Central Equatoria, Western Equatoria, Lakes, Upper Nile, Jonglei, and Unity. The research team will also visit 2 schools (1 primary and 1 alternative education center) in surrounding areas. The Research Specialist will be responsible for managing the Research Associate (e.g. note-taker) in conjunction with a second research specialist.
Position Summary:
Under the direct supervision of the team leader, the research specialist will be responsible for participating in preparation and training, field data collection and analysis, report writing, and a presentation on initial findings.
Responsibilities:
- Read relevant documents, such as the desk study previously prepared by MSI, the Task Order Plan, and other relevant documents.
- Participate in week-long training.
- Take a conflict analysis self-assessment.
- Review tools in English and other languages and adjust as needed.
- Pilot tools and adjust as needed.
- Actively contribute to discussing necessary conflict sensitivity measures in South Sudan on an on-going basis.
- Schedule data collection visits as needed.
- Support MSI's Team Leader in managing the data collection process and ensuring the quality of the data being collected.
- Conduct data collection through surveys, key informant interviews and focus group discussions
- Participate in daily debriefs on data collection.
- Review notes taken by the research associate and correct as necessary. Send notes to team leader on a rolling basis in the format requested.
- Write interview summaries as requested by MSI's team leader.
- Work with the team leader in preparing and managing briefings/oral presentations and participate in presentations as requested.
- Draft report sections as requested.
- Perform any other duties that may be assigned.
Qualifications:
- University degree preferable in Social Sciences or related field.
- Working knowledge of M&E application, methodology and development issues.
- Data collection/research experience of 8+ years.
- Fluency in English and 1 or more of the following languages: Nuer, Dinka, Shilluk, Azande.
- Experience in implementing tools and strategies for data collection, analysis and production of reports.
- Proven computer skills, including Microsoft Word.
- Strong facilitation skills.
- Strong interpersonal skills.
- Demonstrate integrity by showing professionalism, transparency and impartiality.
- Display cultural, gender, religious, race, nationality and age sensitivity and adaptability.
- Complete and multi-task by establishing priorities while taking into consideration special assignments, changing priorities, frequent interruptions, available resources and deadlines.
