COUNTRY PROGRAM MISSION
ARC has been operational in South Sudan since 1994 implementing integrated development and Emergency Primary Health Care and Nutrition projects, Water Hygiene and Sanitation, Protection and GBV, Food Security and Livelihood. Currently ARC is in Kajo Keji Central Equatoria State implementing health and emergency health response activities; Magwi and the Greater Kapoeta implementing health and nutrition; and in Aweil Northern Bhar el Ghazel providing health care and a GBV project. To a large extent, all ARC’s projects are currently directly implemented, although we are excited toward the prospect of working with other civil society organizations as our program is changing in terms of content and coverage.
PRIMARY PURPOSE OF THE POSITION
The Program Manager will lead a multi sectoral program team in Kajo Keji County, providing strategic direction, supervising implementation and contributing to its sustainability through active fundraising.
The Program Manager is responsible for the implementation of integrated development and emergency Programs in Kajo Keji County. This involves strategic thinking, planning, security, co-ordination of program implementation and supporting the Head of Programs in the development and implementation of the Country Strategy in close collaboration with the other key heads of departments. S/he coordinates and supervises the operations of officers, partners and guarantees both quality and that the program implementation is consistent with ARC’s mission and goals, and with the regional priorities.
This position will be filled contingent upon funding.
MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES
Program Management and Implementation
- Contributes to overall development Program development and management.
- Ensures development and achievement of a high quality rights based approach programme, consistent with ARC’s standards, values and codes.
- Manages the program to ensure solid management of financial, and other resources, to deliver programs in accordance with procedures, values, donor requirements, and South Sudan governmental stipulations.
- Ensures that program plans and budgets are in place, that costs are kept within budgets, and that Project Managers and partners provide regular, consistently high quality reports, including Finance and HR reports, on program and projects.
- Ensures effective contract management by Project Managers.
- Contribute to the design of project proposals and concept notes consistent with program strategy and with agreed program budgets, and timely and quality donor reports.
- Manage and lead the team of project managers and officers ensuring they fulfil their role of linking the field work with the country office.
- Works closely with the Head of Program on specific thematic issues as agreed.
Monitoring, Evaluation &Learning and, Programme Quality
- Leads in the development and achievement of a high quality program in all aspects of the Program, consistent with ARC and other agreed standards.
- Leads on M&E for the county program and participates in country reviews.
- Provides guidance to the Kajo Keji team in the monitoring, analysis and assessment of program quality issues, and in the formulation of plans to improve program quality.
Mainstreaming
Ensure that any program activities take the specific needs of women and the most vulnerable into explicit account.
Ensures that Gender, Protection, DRR and Climate change considerations are kept to the fore of the program and that all projects are in line with organizational policy on gender, HIV and AIDS, and protection.
Proactively ensure that gender equity and protection issues are taken into account in all aspects of work.
Fundraising & Grant Management
- In close collaboration with the Grants and M&E Coordinator, supports the Head of Program in identifying and developing opportunities for fundraising.
- Guarantees that the program in Kajo Keji has sufficient and consistent funding and that a high quality of grant requests is maintained; prevails over project management team to identify and prepare grant requests.
- Ensures all donor grant management requirements are met.
People Management
- Develops and maintains a healthy environment for the team, coordinating timely discussions on strategic programming issues and guaranteeing that the staff members reflect the institutional character in their relationships with partner organizations and allies.
- Ensures excellent team management in accordance with ARC’s performance management cycle and policies on development of staff, particularly national staff capacity building plans
- Performance manages direct reports effectively.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
- Post Graduate Degree in the relevant discipline /or equivalent experience.
A minimum of 5 years progressively responsible experience in the field of program management with local or international NGO is required
Demonstrated capacity to manage programs and personnel, and the ability to perform several tasks at once.
Demonstrated experience and will to work through partners and invest in local partners capacity building.
Capacity to communicate effectively, orally and in written formats, in English language is required.
Ability to work as a team member.
Analytical and conceptual skills.
Excellent public and human relations skills; good sense of judgment and high level of discretion and diplomacy.
Proficiency with Microsoft Office applications is required
Significant experience in managing people and resources
Proven experience in representation and the ability to model ARC's desired organizational culture (innovative, collaborative, accountable, cost-effective, accountability and inclusiveness) with staff, partners, allies and other stakeholders.
