Context:
Under the overall guidance of the IOM South Sudan Chief of Mission, under the direct supervision of the Migration Health Programme Coordinator, the successful candidate will be accountable for assisting with the implementation of the emergency health response activities in conflict affected and hard-to-reach Internally displaced persons (IDPs) areas in South Sudan which includes Protection of Civilians (PoCs) (Bentiu, Malakal, Wau), Rapid Response Team (RRT) missions and in non PoCs based locations (e.g. Renk).
Core Functions / Responsibilities:
Assist the Migration Health Programme Coordinator in organizing, implementing and monitoring IOM’s static clinics and rapid response team (RRT) operations. Support the RRT Coordinator in emergency health care services including mass and routine vaccination campaigns and primary and reproductive health care in field locations.
Provide information and guidance to Migration Health Officers and Consultants on the implementation of Primary Health Care activities. Follow up on logistical and administrative arrangements with respect to health team coordination and IOM links with appropriate clusters/agencies at national and state levels.
Monitor clinical quality assurance for IOM’s health operations and bring to the attention of the supervisor shortfalls, non-compliance or other issues.
Provide periodic technical updates of specific IOM South Sudan health activities and documentation/dissemination of best practice materials in close coordination with the Migration Health Programme Coordinator.
Analyze data, prepare documents and information for field teams, and contribute to regular reporting on project achievements, challenges encountered and pertinent developments in collaboration with the Migration Health Programme Coordinator.
Participate in coordination meetings, and maintain liaison with health cluster partners including WHO, UNICEF, UNFPA, NGOs and other partners in the field.
Select and summarize background information and draft segments of project proposals.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• University degree in Medicine from an accredited academic institution with at least four years of professional experience; or
• University degree in Medicine from an accredited academic institution plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with two years of relevant professional experience.
Experience
• Experience in implementing health services for migrants, refugee and displaced persons and other vulnerable groups; including early recovery or post crisis emergency health programming;
• Experience in coordinating and liaising with government authorities, knowledge and structures and functions of primary health care system, of national, UN and international health agencies and donors;
• Experience in monitoring and evaluating health programs and protocols.
Languages
Fluency in English is required.
