Background
For over 30 years the Life & Peace Institute has worked in the Horn of Africa to strengthen the voice of people affected by conflict and support solutions from the bottom up. In 2014, LPI signed a host agreement with the Ministry of Foreign Affairs of Ethiopia to open its regional office to engage in continental and sub-regional policy affairs and to effectively facilitate and oversee its projects in the Horn of Africa Region from Addis Ababa, Ethiopia.
In 2017-2020, the Horn of Africa Regional Programme (HARP) of the Life & Peace Institute will advocate for human-centred, participatory and evidence-based regional responses potent enough to “disrupt” the perpetual cycle of states’ responses to the region’s human security challenges. Through HARP in 2017-2020, LPI will contribute to improved policies and actions on strategic regional issues affecting human that will lead to a reality where all people in the Horn lead lives of peace and dignity, where human security needs are met, as a result of inclusive and transformative policy engagement.
Postion Summary
At the core of the work of LPI is its commitment to reflectivepractice and learning. This commitment, captured in the Institute’s third strategic priority- Knowledge and Learning to enhance practice- is accompanied by the recognition of the need for documentation, learning, and sharing of generated evidence and knowledge. Your role on our team is to be excited about learning and meticulous for documentation. You will assist with building MEL systems focused on data collection, data aggregation, data analysis and reporting (internal and external). This position will provide support to LPI in-house and to partners. You will be an expert listener and bring a range of experience for designing systems to support the reporting and learning components of our work. We take great pride in our work, and you should too.
The MEL Advisor is based in Addis Ababa and can travel to program implementation locations. This position will be a resource for all program staff to enhance design, monitoring, and evaluation and quality.
Relations within the organisation
- Supervisor: Resident Representative, and HARP Programme Manager
- Working Relations: Programme staff Addis office; Programme staff from other LPI offices as required; Coordinates with LPI focal point for Monitoring, Evaluation, and Learning (MEL) in Uppsala
Your primary tasks and responsibilities
Leads and coordinates planning, monitoring, evaluation and learning processes in the Horn of Africa Regional Programme, more specifically:
Manages and continuously improves the programme’s monitoring and evaluation system – including being the focal point for outcome harvesting system
Provides technical advice, guidance and quality assurance of programme and project planning processes, including theories of change, results frameworks, SMART indicator development and monitoring systems
Leads implementation, context and results monitoring processes in the programme and supports LPI’s staff and staff of partners in implementing effective monitoring processes.
Facilitates the development/revisions of annual performance monitoring plans in participatory ways with staff and partners.
Builds team and partner capacity in Planning, Monitoring, Evaluation and Learning and provides mentoring support to peers, Resident Representative, Programme Manager as needed. This includes identifying, creating, organising and delivering learning opportunities for self and others as well as exchanges between LPI staff and partners in different LPI offices.
Facilitates regular learning sessions and supports staff in the documentation of lessons learnt and knowledge management at large
Leads and documents the qualitative as well as quantitative data analysis process for data collected; drafts baseline, monitoring and programmatic reports
Leads internal evaluations as needed and manages evaluations of LPI conducted by external consultants. Ensures effective utilization of evaluation results, in coordination with the programme leadership.
Coordinates, documents and follows-up learning events with practitioners and academics partners, etc.
Drafts and revises programmatic results frameworks, logical frameworks, and performance monitoring plans in participatory methods with staff and partners for a range of donor requirements
Contributes to results-based reporting per SIDA, European Commission, USAID standards and for diverse donors as needed, in compliance with all requirements of donors and LPI standards for monitoring and reporting.
Contributes to and strives for programmatic excellence, effectiveness and learning in LPI’s conflict transformation work in the Horn of Africa.
Adheres to and model LPI’s values and key programme principles. This includes mainstreaming gender.
Energetically undertakes other tasks as assigned by the Resident Representative or the Programme Manager
Important qualifications
- Minimum Master’s degree in peace and conflict research, conflict management, political science, policy studies, monitoring and evaluation, or another relevant field.
- Significant experience, including field experience, working in conflict transformation and peacebuilding projects or programmes;
- Demonstrated experience working with Planning, Monitoring and Evaluation processes, preferably in peacebuilding-related work.
- In-depth skills in the design and implementation of planning, monitoring and evaluation processes. This includes skills in data collection, analysis and interpretation.
- Excellent computer skills, including word processing, Excel, database management and data analysis software.
- Experience in data visualization (through Excel and other software); ability to maintain and promote best practice in effective and intentional use of graphs, charts, (GIS) mapping, as well as audio visual based evidenced.
- Excellent report and proposal writing skills.
- Analytical skills in relation to conflict issues.
- Fluency in written and spoken English are required; Somali, Amharic, Kiswahili, Arabic language skills are desired.
- Strong interpersonal skills, flexibility and ability to work as part of a team and under stress.
- Experience working in an inter-cultural setting.
- Willingness and ability to travel, sometimes with short notice.
