We are looking for our delegation in South Sudan for a

Health and Nutrition Project Manager

Location and working conditions: Yei and Laynia – South Sudan
Start date of post: asap – for 8 months
Deadline: Terre des hommes does not set closing dates for this position; recruitment is ongoing until the position is filled.

Conditions :

Swiss salaried contract 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

Juba became the world newest national capital on the 9th July 2011, when South Sudan formally declared its independence from the Republic of Sudan. In December 2013 a conflict broke out between the President (Salva Kiir) and former Vice President (Riek Machar). Numerous ceasefires were mediated between the SPLA (Sudan’s People Liberation Army) and SPLA- IO (in opposition) but were subsequently broken.

In August 2015 an Agreement of the Resolution of the Conflict in South Sudan was signed between the parties in conflict, nevertheless the violence never stopped in the country and the metaphorical road toward real peace still looks very difficult.

Our intervention in GPAA / Boma state has started in March 2015 with the implementation of a program, which aimed at providing psychosocial, social and economic assistance to Children formerly Associated with Armed Forces and Armed Groups (CAFAAG) for their reintegration. Since January 2016, Tdh has also been implementing a Wash & Child Protection intervention in the same area.

In November 2016, Tdh launched an assessment in Yei to understand the specific household level living conditions to determine the immediate humanitarian needs of the affected population. Tdh has opened a new base in Yei and started activities early 2017.

Tdh launched a new assessment in Lainya counties with a focus on health and nutrition in April 2017. Activities are now implemented in Yei and Lainya counties to address those needs.

Main responsibilities:

The Project Manager – Health and Nutrition is responsible for the management and implementation of the Health and Nutrition Projects in Lainya, and depends on the Yei office.
The position has a three pronged dimensions: the day-to-day implementation of activities, the support and capacity building of our national counterpart (SSUHA) and the provision of technical references for the health and nutrition sector in the mission.
The incumbent assures the moral protection of the name of Terre des hommes and upholds in all circumstances the interests of the organisation.
Tdh intervenes without any affiliation to politics, religion or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

Function details:

Objective 1: Project Cycle Management

The Project Manager – Health and Nutrition:

  • Implements of TdH’s health and nutrition activities in Lainya.
  • Writes the monthly, quarterly, intermediate and final narrative reports, according to the templates and requirements of the donors.
  • Writes internal monthly reports of activities, and whenever requested by his/her line manager.
  • Planning of activities. He/she must provide activity plan for all the duration of the projects, as well as monthly one and/or whenever requested.
  • Management of resources. Together with the logistic and administrative department in the base, he/she participates in the definition and planning of needs and budgetary plannings.
  • Creates and applies a communication and visibility plan regarding the project(s) under his/her responsibility.
  • Designs, and ensures the correct implementation of a monitoring plan for the activities.
  • Designs, and implements correctly, a data gathering system and tools as needed for the implementation of the project.
  • Ensures the capitalization of lessons learnt and good practices in formal documents.
  • As needed and requested, produces the PSRs for the procurement of project’s furniture, defines the technical specifications of any item to be purchased and collaborates with the logistic department in Yei for the successful implementation of procurement processes.
  • Ensures that all other logistic procedures (such as movement planning, planning of resources’ needs, etc.) for his/her team are complied, following Tdh’s standard practices and policies.
  • Ensures that Tdh’s policies on security, child safeguarding policies and fraud prevention are known by all staff and counterparts under his/her management, and strictly implemented.

Objective 2: Coordination and Representation

  • The Project Manager – Health and Nutrition:
  • Participates in internal coordination meetings as needed and requested.
  • Participates in external coordination meetings (Cluster meetings, meetings with health authorities) and ensures the correct technical coordination of Tdh health and nutrition activities.
  • Represents Tdh in the relations with the Ministry of Health in Lainya and Yei.
  • Ensures the correct integration of Tdh’s Health and Nutrition activities and strategy in the Ministry of Health’s plans, policies and regulations.
  • Ensures the coordination and solves potential overlapping of activities with other organisations and actors in the health and nutrition sector in Lainya and Yei.
  • As requested by his/her Line Manager, take part in the definition of strategic orientation for the mission, be it in the operational or technical part.
  • Ensures communication and reporting regarding technical matters, as needed, with the Nutrition and Health Coordinator or, in his/her absence, with the Nutrition Thematic Advisor at HQ.
  • Participates, as requested by his/her Line Manager, in the writing of Health and Nutrition proposals.

Objective 3: Management of Human Resources

  • The Project Manager – Health and Nutrition:
  • As needed by the project’s implementation needs, and as requested by his/her line manager, takes part in the formalisation of the team needed for the correct implementation of the project, or any other member of the Health and Nutrition department.
  • Ensures the correct implementation of HR policies within his/her team.
  • Is responsible for the appraisal of competencies of his/her team, according to the regular calendar and practices of Tdh.
  • Is responsible for the writing and updating of the job descriptions of the member of the Health and Nutrition team in Lainya and Yei.
  • Trains and supervises the Health and Nutrition staff recruited for the project, according to needs and job description’s definitions. Ensures a long-term vision in the capacity building of the mission’s Health and Nutrition staff.

Child Safeguarding Policy:

  • To commit to respect Tdh Risk Management Policies including: Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
  • To commit to ensure the best implementation possible of the Tdh Risk Management Policies in South Sudan
  • To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies

Profile :

This function requires the mastery of Personal, Social and Leadership Competencies(PSLC), *Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC)*

In particular:

  • Adaptable to changing situations, and to be able to change the orientation and planning of activities according to a changing environment.
  • Able to work under stress, be it because of the exigences of the workload and because of the security situation in Yei and Lainya.
  • Able to manage his/her emotions in the implementation of activities, as well as the general live in Yei/Lainya.
  • Negotiation ability, in order to successfully defend Tdh’s interests and the activities and goals of the projects.
  • Analytical, able to plan and enforce planning. Strategic, being able to define long-term policies
  • and goals for his/her team.
  • Culturally sensitive, adapting his/her behavior and manners to the reality of South Sudan, and of Yei and Lainya in particular.
  • Proactive and independent, able to work autonomously and to propose solutions to problems in a creative and realistic manner.
  • Is able to establish and manage his/her priorities correctly.
  • Able to work in a team, be it in a horizontal (together with the rest of the departments, as well as externally with counterparts) or vertical (to his/her team managed).
  • Excellent communication skills in English.

As well as the following specific « professional » competencies:

  1. Degree in Medicine or Nursing.
  2. At least four years of experience in the implementation of Health and Nutrition projects.
  3. Excellent knowledge of the LogFrame Approach.
  4. Excellent level of English, written and spoken.
  5. Previous work experience(s) in rural African contexts.
  6. Excellent handling of IT tools, be it generalistic (Windows, Office, etc.) as well specific (EPI-INFO, etc.).
