For

''Development of a customised entrepreneurship manual for training VET trainees

Save the children with funding from the European Union is implementing a three year ''Youth Employability and Participation'' Project in South Sudan- Lakes state. This is an integrated programme aimed at holistic development of youth through provision of Business Technical Vocational Education and Training (BTVET), strengthening institution capacity of state, community and CSOs, aimed at improving youth employability chances that would and enable them to actively participate in development agenda of their country/state.

1200 (600 female) youth are targeted to benefit from this Project. Training includes both practical, course theories and life skills training; Courses such as - Masonry, carpentry, welding, beauty & salon, hair cutting, block making, baking, Tailoring and computer training forms the key training packages. 431(189 females) youth are currently undergoing training and are expected to graduate in December 2016. Courses run for 9 months to 3 months based on complexity of the trade. The project uses both institutional and enterprise based mode of training to deliver expected project deliverables.

Target beneficiaries of the programme are a heterogeneous group of youth and comprises of School dropout, youth who cannot read or write, youth/children living in the streets, youth that have been in contact with law and young parents- boys and girls.

Entrepreneurship training and business mentorship is one of the major components of VET programming. This component seeks to develop and prepare young entrepreneurs to equip them with requisite skills and capacity to generate income and access employment in both rural and urban setup through establishment of SMEs. Graduates are expected to form business working groups after completion of their training programme. Entrepreneurship or entrepreneur ability is the most crucial contributing factor for the ultimate success and growth of an enterprise or business.

In lieu of the above, SCI - YEP project is seeking to recruit an expert with entrepreneurship skills to support in development of a customised manual to be used as reference for training VET trainees in entrepreneurship skills.

1 Objectives of the assignment.

The main objective of the assignment is to develop a tailor made manual that will be used as a reference module to train both current and graduates of VET programme.

Conduct ToT to 8 VET staff on both the content and use of the manual.

The specific objectives of the assignment are;

  • To develop a customised reference manual for training VET trainees in entrepreneurship
  • Conduct ToT to VET trainers in both content and use of the manual

    1 Scope of work

The task will focus on;

  • Conducting a training needs assessment of trainees at the VET center,
  • Conduct consultative meetings and interviews with employed graduates, enterprise owners, and chamber of commerce traders to identify training gaps.
  • Literature review/desk review of programme documents and any other data relevant to accomplishing the task
  • Conduct interview with relevant government line ministries, Youth Groups ,CBOs and CSOs in order to incorporate their views in the training manual
  • Organise focused group discussions with both VET trainers and trainees

    1 Expected deliverables( out puts)

  • A tailor made VET trainees' reference manual

  • ToT training report

    1 Time and Budget;

  • Timing;

The duration of this task shall be 15 days from the date of signing of the contract agreement with SCI South Sudan country office.

  • Budget;

The consulting organisation/ individual should prepare a realistic financial proposal/budget, work plan detailing how he/she will deliver the task. The consultant shall bear all tariffs, duties and applicable taxes or charges levied at any stage during execution of the work. The consultant should also prepare a precise budget detailing every activity cost.

1 Terms of payment;

The organisation will pay 20% of the agreed total sum upon signing of the contract

The remaining 80% will be paid upon successful completion of the assignment. This will be approved by MEAL manager and YEP project manager.

1 Duties and Taxes

The consultant shall pay all tariffs, duties, other taxes or charges levied by the government of South Sudan at any stage during the execution of this assignment.

1 Proposal requirement;

The consultant shall submit technical and financial proposal- all in one document. The technical proposal shall contain a clear description of activities, approaches, and training methodology for delivery of the expected results, report layout and resource persons clearly indicating the job title and responsibilities of each individual to be assigned.

The financial proposal should contain detailed breakdown of the financial estimates for every activity procedure.

Note; SCI will cater for air cost to and from Juba only, stationary and accommodation of lead consultant while in the field.

1 Preferred qualifications

Potential services providers should meet the following criteria:

  • A person/team with proven track record of establishing and conducting training in Business ventures , (CV's to be attached);
  • Documented experience in Entrepreneurship Training, Coaching and Mentorship
  • Support documentation should include evidence of successful SME/Entrepreneur projects completed ;
  • Knowledge of and experience of entrepreneurship mechanisms and opportunities
  • Strong business skills, as well as analytical and project management skills; and
  • Degree in development studies
  • Knowledge of local language will be an added advantage
