Purpose of the Position:

To manage the development of an M&E framework and associated tools within a Building Self Reliance education initiative, for the generation of evidence around key result areas and development of advocacy/communication products.

Specific Tasks

The incumbent will:

  1. Develop and implement a comprehensive ‘education for self-reliance’ (E4SR) M&E framework for the Building Self Reliance programme (BSRP)
  2. Design innovative and participatory M&E methodologies to document BSRP programme results
  3. Analyze existing sources of relevant data to inform BSRP M&E and a strategy for their utilization
  4. Conduct a capacity needs assessment and develop a training/mentoring strategy to support BSRP staff and partners
  5. Support BSRP partners (GoE, PCAs) to develop effective M&E strategies to document the contribution of the programme to self-reliance of refugee and vulnerable host communities
  6. Support the development of terms of reference for key evaluative research products (impact of sport and play initiatives on the social cohesion of refugee and host community children, out of school children study, learning outcomes assessment, video documentary and case studies)
  7. Expected Deliverables
  8. Comprehensive ‘education for self-reliance’ (E4SR) M&E framework for the BSRP programme
  9. Regional ‘education for self-reliance’ (E4SR) M&E frameworks in support of key partnerships and interventions (5)
  10. Concept Note outlining innovative and participatory M&E methodologies to document BSRP programme results
  11. Report outlining existing sources of relevant data to inform BSRP M&E and a strategy for their utilization
  12. M&E capacity needs assessment and training/mentoring strategy and initial training workshop to support BSRP staff and partners
  13. Reporting/M&E calendar reflecting all relevant stakeholders’ inputs and linking BSRP and UNICEF M&E systems
  14. Quantitative and qualitative data sets for each BSRP key result area developed
  15. Reporting
  16. Weekly Progress Report to be submitted to the Refugee Education Specialist.

  17. Expected Background and Experience

  18. Advanced university degree (or equivalent) in research and evaluation methods with evidence of high quality research and evaluation activities previously designed and conducted;

  19. Minimum 5 years demonstrated practical experience in quantitative and qualitative evaluation design, conduct, and management preferably within the education sector

  20. Experience developing M&E systems for multi-sector programs in resource-constrained settings an asset.

  21. Demonstrable experience of assessing refugee, and/or self-reliance programs in Sub-Saharan Africa an advantage

  22. Experience in developing and implementing gender and conflict sensitive, participatory and innovative M&E interventions, including the use of ICT.

  23. Proven experience with the logical framework approach and other strategic planning approaches and sound grasp of the intervention logic (Theory of Change)

  24. Knowledge of local social, cultural, political, economic context in East Africa/Ethiopia an advantage

  25. Fluency in spoken and written English is required

  26. Competencies of Successful Candidate

  27. Knowledge of the latest issues, developments and trends in M&E of education and refugee programmes;

  28. Knowledge and experience of developing and implementing IT-based M&E solutions

  37. Good knowledge of computer management and applications i.e. word processing, spreadsheets, databases, presentation tools, etc. especially in building design.

  38. General Conditions: Procedures and Logistics

  39. Consultant will not be provided lodging and/or meals.

  40. Consultant will be working on site and get logistics support (internet connection, access to printing facilities, office supplies) from UNICEF field offices.

  41. Consultant should provide his/her own materials, i.e. computer, mobile, etc

  42. Consultant is authorized to have access to UNICEF transport for visiting the construction sites in the five regions and implementing partners in the relevant locations.

  43. When the Consultant is required to travel outside his/her duty Station – transport and other costs will be covered as per the travel rules applicable to Consultant.

  44. Policy both Parties Should be Aware of:

  45. Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.

  46. Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement

  47. No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.

  48. For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorization is issued.

  49. No consultant may travel without a signed travel authorisation prior to the commencement of the journey to the duty station.

  50. Unless authorised, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorised to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.

  51. Consultants will not have supervisory responsibilities or authority on UNICEF budget.

  52. Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.

  53. The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.

  54. ** Please consult with HR on entitlements as many are set by UNICEF rules.
