Title:Inter-Cluster Cluster Coordination Information Management Specialist, P3
Reports to:Chief of Field Operations
Duration: Six months with a possibility forextension
Location:Juba, South Sudan
Purpose of the Position
Fundamental to the job is the ability to present information in a way that is easily understood by UNICEF operational managers and technical partners. There are a range of options for visualization including mapping, dashboards, tables, charts, and narratives. It is important that the IM Specialist can also discuss the information directly with the internal and external decision makers to interpret the findings.
Main Responsibilities and Tasks
1. Data Collection, Compilation and Analysis
- Support the development and regular revision of UNICEF and Inter-Cluster Information Management tools related to the humanitarian response.
- Lead UNICEF and Inter-Cluster Information Management discussions including for data collection, quality assurance and clearance prior to dissemination, at CO level.
- Work with all the UNICEF led Clusters on data from the field, such as 4W information, sector data collection, and any other data source, as relevant, to ensuring consistency in data collection across the country office.
- Support gap analyses at CO level for the clusters based upon agreed data sources, including through verification and support for information disaggregated by age and sex and vulnerable groups.
2. Data Visualization
- Provide a regular package of humanitarian response data visualization products (including maps, dashboards, info-graphics and financial/ resource analyses) that presents information in a way that is easily understood by various decision makers, individuals and groups. Products will be based on routine data that is available at CO level and field offices level.
- Undertake Mapping including 4Ws, Needs and Gaps analysis, Services and Infrastructure at CO level and field office level as required.
- Respond to data visualization requests from Senior Management and field offices, including products to support advocacy and resource mobilization efforts.
- Consider the use of innovative tools for data visualization including online mapping, as relevant/applicable.
3. Information/ Data Dissemination
- Specifically, support the development of effective methods and platforms to standardize and share humanitarian response information at across the CO (e.g. internet, e-mail groups, share points, hard copies, etc.)
- Prepare and maintain catalogues of IM and data products for the humanitarian response.
4. GIS Coordination
- Liaise with the Clusters, OCHA and other IM/ GIS Focal Points in Juba and the field locations, as necessary - share information as appropriate, identify and gather information from other sectors to inform UNICEF's response and preparedness decisions
5. Support Field Offices capacities for IM/ Geographic Information System (GIS)
- Advise field offices on the most effective and efficient uses of IM, in doing so, build capacity of field office staff as necessary.
- Conduct IM/ GIS support missions to the different field offices, as required.
Qualifications of Successful Candidate
- Education
- Advanced university qualification, preferably in a relevant field such as geographic sciences, humanitarian affairs, political science, Information Technology, Information Systems, Engineering, or Communications.
A first university degree with a relevant combination of academic qualifications and additional two-year of work experiences may be accepted in lieu of advanced university degree.
Work Experience
Minimum of 5 years of relevant experience.
Previous experience in the child protection sector a strong asset
Strong knowledge of Excel and preferably MS Access or other databases.
Good written and oral presentation skills
Language
Strong written and oral English required
Written and oral French/Portuguese a strong advantage
