CANADEM is seeking seasoned professionals fluent in English, French, and Arabic with previous relevant experience in the field of Response Coordination who are available for an immediate deployment to South Sudan as a seconded expert with WFP.

CONTEXT

In response to the humanitarian crisis, which resulted from the start of the civil war in South Sudan in 2013, WFP, jointly with UNICEF, established the Integrated Rapid Response Mechanism (IRRM). The IRRM aims to serve conflict affected populations in hard to access areas of the country through the delivery of emergency food aid and other multisectoral interventions using mobile response modalities. For emergency food aid delivery, WFP along with eight NGO partners, are currently serving over 80 deep field locations throughout the country, feeding close to 1.6 million people. WFP's Emergency Response Unit (ERU) is the central entity coordinating iRRM missions. The ERU's function is to prepare, equip, train, deploy and coordinate emergency response teams (ERTs) to deep field locations within conflict affected areas of South Sudan. The ERU currently coordinates a network of close to 30 ERTs staffed by WFP and its' eight partner NGOs. The function of the teams is to facilitate emergency food aid deliveries with support from WFP's air, road and river logistical operations, as well as to provide a framework of access for multi-sectoral teams to undertake other humanitarian interventions in coordination with ERTs. The ERU reports to the Deputy Country Director Operations and is supported by the other functional units within WFP South Sudan. The ERTs predominantly operate in UNDSS Level 3, 4 and 5 security environments.

DUTIES

• Provide expertise and capacity on the country office management and country office operational coordination mechanism to respond to new and ongoing humanitarian crises in South Sudan

• Manage the Emergency Response Unit, providing day to day oversight of the support and field leadership (Team Leaders), field assistants and administrative support staff in the unit.

• Coordinate with the Nutrition, VAM and M&E sections of the Programme Unit to monitor humanitarian crises in South Sudan and develop appropriate and flexible response plans to the evolving needs and support the corporate decision making on responses to these crises and in the development and design of future programme responses.

• Liaise with the Programme Unit, Logistics Unit, Security Unit, CO Management and Sub Offices, on the delivery of humanitarian assistance in response to humanitarian crises/emergencies in conflict affected areas of the country

• As required, provide field level operational support, including participation in inter-Agency needs assessments in response to crises/emergencies, implementation, monitoring and evaluation of response actions

• Act as the focal point with other agencies engaged in the IRRM approach, ensuring a collective and inter-sector response (food assistance, livelihoods, nutrition, shelter, WASH, etc.), where possible

• Represent WFP at relevant operational coordination forums, ensuring that the operational challenges and priorities for WFP's deep field emergency response are highlighted and developed, as required, within inter-agency strategies and in coordination with other humanitarian and Mission actors

• Oversee and manage the development and monitoring of the deep field operations, ensuring that the core functional areas of WFP (Programme, Logistics, Security, Access, and Management) are incorporated into the planning, scheduling, delivery, distribution and reporting of the deep field emergency response

• In collaboration with WFP functional units (Programme, Logistics, Security, Access, Management, HR, Administration, ICT and Procurement) review, evaluate and revise response plans, resource requirements and operational costs to identify more cost-efficient, streamlined mechanisms to respond to the crisis and the conflict affected areas of South Sudan

• Identify undocumented critical procedural gaps in the implementation of the emergency response, oversee the authoring, technical review and clearance from Management for approval of standard operating procedures to ensure that accountability for the response is in line with WFP's corporate requirements

• In Coordination with Security and Access Units, support security risk assessments and implement necessary risk mitigation strategies to promote safe working environment for field teams,

• Ensure the strengthening of strategic and operational links across the Humanitarian actors in South Sudan

• Maintain regular and proactive information management and information sharing mechanism to keep the broader humanitarian and donor community well informed about ongoing iRRM response strategy and promote complementarity and efficiency in interagency response strategies

• Support strategic planning and capacity building for emergency preparedness and response amongst relevant WFP units, including Sub Offices, as well implementing partner organizations Work flexibly with the Country Team, supporting other tasks by agreement with the direct supervisor
