The Lutheran World Federation, World Service (LWF/ WS) is an international humanitarian and development agency in South Sudan since 1998. Currently, LWF is operating in former Jonglei, Upper Nile and Unity States, including a national level project in Juba. LWF South Sudan seeks to recruit suitable candidate for the following position. The selected candidate will be based in AjuongThok, Sub Office.

Duties and Responsibilities:

Under the guidance and direction of the Area Team Leader, incumbent officer is expected to substantially ensure the effective management of LWF’s emergency response project with the host community and IDPs. She/he will be responsible for 2 staffs and overall project management, monitoring and reporting in accordance with established LWF/ WS Sudan Program guidelines and procedures.

Duty station: She/he shall be based in Ajuong Thok or any other location within the project area with concentrated planned activities implementation.

Specific Responsibilities:

· Takes overall leadership for the emergency project management, planning, monitoring and reporting in close collaboration with the Team Leader and coordination with other actors and the local government

· Ensure that the Cash Based intervention project/s are implemented in accordance with project design and within the approved budgets, and in accordance with LWF policies and strategies, including adherence to the SPHERE standards and/or the CHS commitments to accountability and quality

· Identify project staffs training, coaching and mentorship gaps related to project implementation, planning, report writing and resource management

· Lead other project staffs in conducting project related assessments, baselines, post distribution monitoring (PDM) and evaluations using agreed methodologies and tools

· Actively represent LWF at relevant County and State level coordination and networking meetings and networks

· Ensure effective community mobilization for project implementation

· Take lead in conducting all relevant community level project trainings

· Line manage assistant project officers and any other support staff under the project

· Prepare and share regular (fortnightly) situation report and project progress update

· Project budget planning and management

· Advocate with government, donors, etc. on all issues relating to CBIs

· Perform any other functions that may be assigned by the immediate supervisor

Monitoring and reporting

· Carryout regular field supervision and monitoring of activities and processes in which project funds, materials and equipment are utilized and verifies progress and quality of work done;

· In collaboration with the Assistant project officers, conduct and document periodic project reviews and planning meetings

· Ensure delivery of timely and quality monthly, quarterly narrative and spending reports in accordance with agreed LWF and donor formats

· In collaboration with Assistant project officers, generate and submit project human stories, photographs and case studies to illustrate project impact

Minimum Qualifications and Personal Specification:

· BSC/BA in Disaster Management, Development Studies, Business Administration , Agriculture, Rural Development and/o relevant field

· Minimum of 3 years’ experience including working with Cash Based Intervention in Emergency Response

· Experience in project cycle management

· Demonstrated understanding of community engagement/participatory planning techniques.

· Good facilitation and listening skills

· Ability to meet deadlines and if necessary work for long hours when deadlines are tight

· Excellent in written and spoken English.

· Computer literacy (Ms Word, Ms Excel and Ms PowerPoint)

· Ability to work well in a diverse team

· Ability to work in remote sites

· Willingness to learn and relocate when necessary
