South Sudan

About the role: This is a 12 month, new role with unaccompanied terms based in Juba with a salary of Grade 4 (€35,981 - €39,979).

You will report to the Programme Director and work closely with Area Coordinators, Programme Managers, Grants team, M&E Officers. You will liaise closely with the Dublin-based M&E Team.

We would like you to start in September 2017 as funding has been secured for the position.

Your purpose:

You will be responsible for coordinating Monitoring and Evaluation (M&E) activities in the Country Programme. You will work closely with Programme Managers and M&E officers, to ensure Concern South Sudan designs and implements quality programmes and has effective monitoring & evaluation systems in place. This will be in line with Concern global and country strategic plans, guidelines and policies which are aimed at enabling the extreme poor to improve their lives and using our knowledge and experience to influence decisions that can significantly reduce extreme poverty. You will work closely with Programme Directors and the Area Coordinators, programme teams and partner staff to develop high quality monitoring systems and tools which address indicators set out in project proposals. You will ensure accountability and learning from projects is systematically captured and used throughout the country programme. You will also take learning needs into account, and develop and conduct capacity building for M&E and programme staff. You will also lead on efforts to better integrate crosscutting issues, particularly gender equality, in our programmes as well as internally as an organisation.

You will be responsible for:

Monitoring and Evaluation System Development

  • Ensure quality control of the overall programme monitoring and jointly with the Programmes

    Director and the Coordinators, lead the shift towards result based programming.

  • Support and fully include relevant project and programme staff, in Concern and in partner organisations, to develop a comprehensive and realistic M&E plan in line with the PM&E Guide.

  • Support the sector teams in the development of baselines for all agreed indicators as per the log frame, completion of baseline data collection and analysis.

  • Ensure that the M&E Officers support programme teams in the analysis and use of the data collected.

  • Develop monitoring and evaluation systems for partnership and partner’s projects and closely follow up the implementation of the system.

  • Facilitate the midterm reviews, end line surveys and end of programme evaluations in terms of TOR development, and management of the process.

  • Support Programme Managers with data analysis and the production of high quality, evidence-based, donor compliant reports.

  • Disseminate evaluation and review reports.

  • In collaboration with the PDs, CD and other staff, support the development of the monitoring plan for the country strategic plan and follow up its implementation.

Strategic Planning

  • Contribute to the development and implementation of the South Sudan Strategic plan.

  • Contribute to the review and development of country and sectoral plans and strategies, ensuring crosscutting issues are well integrated.

  • Develop, implement and review (as necessary) strategies to promote empowerment of programme participants at individual, household and community level.

Programme design, development and implementation

  • Ensure that Concern’s PCMS and PM&E guidelines are followed in programme/project development ensuring the key components of a contextual analysis, a theory of change and log

    frame are prepared to a high standard.

  • Support the PDs contextual analysis processes as per the programme plans to ensure that all components of the CA follow Concern’s CA guidelines and inform the design of the programme

  • Provide technical support to ensure the programme /project documents are up to the required quality following contextual analysis and use of standard planning tools such as result framework, log frame, and participation of relevant stakeholders as per the Concern Global PM&E guidelines.

  • Work with the PDs, Area Coordinators and Programme Managers to ensure that programmes have specific, measureable, achievable, realistic and time bound indicators.

  • Take part in the proposal writing process particularly addressing issues related to log frames with SMART indicators, and make sure the programme quality related issues (mainstreaming issues, M&E, Accountability and Partnership issues) are fully addressed in the programme documents.

  • Support the GIM to ensure that programmes have base documents/proposals as per Concern and donors standard requirement, contributing to the development of those documents as necessary.

  • Provide technical guidance, backstopping and leadership to the Concern programme team with regard to monitoring, evaluation and application of ‘How Concern Understands Extreme Poverty’.

  • Plan and oversee the implementation of well-designed and well-integrated mainstreaming activities in the areas of (gender) equality, HIV and AIDS, protection and governance and empowerment.

  • Provide technical advice and take part in conducting research for new programme proposals and support surveys for on-going interventions, particularly on aspects pertaining to equality and

    empowerment of vulnerable groups.

  • Participate in and actively contribute to quarterly programme coordination meetings and planning sessions.

  • Work closely with the Grants team to promote the production of timely and quality donor reporting.

Capacity Building

  • Ensure needs-based training for Concern staff and partners on PCMS and PM&E tools is provided that will enable the teams to implement the PM&E plan effectively. Expose staff to a range of PM&E methodologies for the collection of both qualitative and quantitative data.

  • Build the capacity of the staff in development and use of log frames for planning and monitoring of progress.

  • Ensure that knowledge of approaches filters down to front line staff and partners

  • Work with programme management to support them to apply lessons learnt , follow up on progress through monitoring and provide on-going support

  • Build the capacity of the sector programme teams to develop suitable indicators to measure programme activities at outcome and impact level.

  • Provide training and coaching for the programme staff on crosscutting issues notably gender equality, DRR and HIV and AIDS mainstreaming – based on identified needs and Concern priorities.

  • Research, analyse and disseminate to staff relevant/ new approaches, concepts frameworks to poverty alleviation as well as on government and international initiatives in relation to the areas of gender equality, HIV and AIDS and governance.

Learning, Information Sharing and Reporting

  • Oversee efforts to promote documentation and sharing of programme impact and learning, ensuring sharing of lessons learnt between programmes in South Sudan and other country programmes and Concern offices, government and other non-governmental organisations.

  • Support and contribute to global knowledge sharing initiatives led by Concern Worldwide, ensuring Concern South Sudan’s perspective and experience are represented.

  • Actively promote sharing of learnings from baselines, end-lines, reviews and evaluations internally and externally.

  • Provide input to project learning reviews and donor reports, as required.

  • Based on the monitoring of projects and programmes, ensure activities are adapted in line with lessons learnt.

  • Support programmes/ projects to prepare appropriate forms, formats and simple databases for data storage and analysis.

  • Ensure maintenance, improvement and use of the tracking system for the implementation of recommendations from evaluations and reviews.

Your skills and experience will include:

Essential:

  • University degree in development studies, social sciences or related field; Master’s preferred.

  • A minimum of 1-3 years’ experience in monitoring and evaluation activities for donor-funded initiatives, emphasis on impact and theories of change experience.

  • Strong analytical skills and understating of all aspects of quality programming.

  • Demonstrated experience of developing and managing different project cycle M&E steps and

    processes (PM&E plans, logical frameworks, base and end-line surveys, mid-term and final evaluations, etc.)

  • Demonstrated experience in applying quantitative and qualitative methodologies.

  • Ability to translate M&E concepts into practical methods and tools for teams in the field.

  • Knowledge of Digital Data Gathering (DDG)

  • Strong interpersonal skills and ability to work under pressure.

  • Empathy with organisational Vision, Mission, Goals and Objectives; commitment to humanitarian

    principles and actions

Desirable:

  • MA/Diploma in programme management, programme planning or related thematic subject (Livelihoods, Resilience, Health, Humanitarian Response, Gender).

  • Experience of remote managing and training staff.

  • Excellent skills in representation and communication and the ability to communicate effectively with a wide range of audiences

  • Ability to organise and plan effectively.

  • Strong writing skills

  • Experience working in an African context and or insecure environment.

  • Excellent command of computer, internet and MS Office Initiative and ability to work with minimal supervision; ability to work both as part of a team & independently.
