Background
Danish Red Cross (Danish RC) and Belgian Red Cross Flanders are looking for a candidate to strengthen Monitoring, Evaluation, Accountability and Learning as well as reporting across the humanitarian interventions supported in South Sudan.
The South Sudan portfolio and partnership have high priority for DRC. 2017-turnover is expected to be 32 million DKK with four delegates under the supervision of the Country Coordinator; supporting implementation through South Sudan Red Cross Society, International Red Cross Committee and International Federation of Red Cross and Red Crescent Societies.
DRC is leading the support to South Sudan Red Cross within Disaster Management and Psychosocial Support as well as the Capacity Development of Bor Branch in former Jonglei State.
The MEAL programme delegate will focus on improving the quality of reporting, and support the setting up of good practice for monitoring, evaluation and learning. Capacity development of South Sudan Red Cross within PMEAL will be part of the responsibilities as well as support to general programme implementation. A special focus will be on the Food Assistance to displaced populations project financed through Belgian- and Danish RC funding.

Responsibilities**
- Ensure the reporting on the project ‘food assistance to conflict displaced populations in South Sudan’ is in line with donor requirements (monthly, quarterly and final)
- Support the South Sudan Red Cross in strengthening their MEAL capacity through trainings and practice learning
- Develop terms of references and assist in carrying out evaluations, after-action reviews and visits
- Contribute to setting up system for learning across humanitarian actions
- Contribute to regional and global learning on humanitarian action in Danish RC
- Support to programme management on humanitarian interventions
- Contribute to increased donor visibility through updates and information bulletins and the dissemination of the situation in the country
- Editing of reports on South Sudan country portfolio including annual reports
- In coordination with partners, support the systematisation of data collection for monitoring, evaluation and reporting across projects and implement the set-up of adequate M and E systems
Profile
The ideal candidate holds a Master's Degree in a relevant academic field
Experience
- Minimum of five years’ experience in humanitarian interventions in fragile situations, disaster/conflict and post-emergency situations
- Proven expertise within PMEAL in particular in relation to humanitarian relief
- Experience with reporting and donor compliance e.g. DANIDA, ECHO, Belgian Ministry for Foreign Affairs
- Experience from the Red Cross and Red Cross Movement is an asset
Technical Skills
- Technical Expertise within project cycle Management and setting up of M and E systems
- Excellent analytical, reporting and writing skills
- Strong data collection and data analysis experience within humanitarian projects
- Knowledge of reporting procedures and requirements of DANIDA, Belgian Ministry for Foreign Affairs and ECHO an asset
- Expertise in capacity development of partners (training and practice based training)
- Proven ability to work within a partnership set-up and in a sensitive environment
- Relevant training and practical experience in staff security management
- Accomplished security training in high insecurity settings an asset
Personal qualities
- Possess confidence and self-management in situations of stress
- Flexible with ability to adapt to changing situations and readiness to work in different contexts is required
- Excellent communicator with strong facilitation skills and a diplomatic flair
- Good cultural understanding, interpersonal skills and the ability to build the confidence of partners in a challenging and politically sensitive environment
Others:
- English speaking and writing skills are key requirements
- Proficient Flemish or French an asset
- Self-supporting in computers
- Possess a valid international driving license.
Employment Conditions
The delegate will be under the lead and supervision of the Danish RC’ Country Coordinator, and will be part of the Danish RC East and Southern Africa team. The delegate will be based in Juba with frequent travels to project sites. Danish RC is under the security set-up of the International Red Cross Committee in South Sudan.
The starting date of the assignment is 1 October 2017. The length of the contract will be 10-12 months. The contract will be administered in accordance with the Danish RC’ ‘Terms and Conditions for Delegates on Long Term Missions’.
The monthly salary including allowances and pension is within the range of DKK 40.200 to 42.500 including allowances and pension depending on experience and qualifications.
