Location: Juba, South Sudan

Reports To: Country Director – South Sudan

Position Summary:

The Livelihoods Country Program Manager is responsible for managing all agriculture, food security, and livelihoods (FSL) activities in South Sudan. He/she will be responsible for providing technical support and supervision to the FSL team, providing writing and budgetary input for new program design, and overseeing spending across all FSL grants in the country. The Livelihoods Country Program Manager will supervise technical leads in each location and oversee the management of multiple grants in the area. Finally, he/she will leading program development, identifying new business opportunities, and engaging with current and new donors regarding FSL activities.

Responsibilities and Duties:

Program & Grant Management (50%)

  • Oversee country FSL portfolio, supporting with start-up and close-down
  • Lead mobilization process of new FSL awards with field teams
  • Ensure donor requirements for data collection, reporting, and targets/achievements for FSL grants are met
  • Develop and establish work plans and spending plans for new projects, program deliverables and required activities
  • Work closely with Area Managers, technical leads and officers, the Grants Coordinator, and the County Director to achieve program objectives and targets effectively and efficiently
  • Manage and oversee the supply requests of in-kind FSL items and purchase orders of seeds, tools, and other agricultural inputs
  • Ensure the timely delivery and coordinated distribution of seeds, tools, and other agricultural inputs
  • Monitor program expenditure and regularly liaise with finance staff to address spending issues
  • Ensure program targets are met using indicator / activity tracking table
  • Develop technical reports (internal and external) and proposals reflective of government, organization and donor guidelines, ensuring timely submission to line management.

Program Development and Representation (20%)

  • Provide technical and budgetary input throughout the program development and design phase
  • Lead program design and budgeting process
  • Representing RI externally in both the Humanitarian Community and with Government officials as well as developing strong links with FSL and NGO actors. Actively participate in FSL meetings and other Government/UN forums.
  • Identify, initiate, and lead on new potential FSL funding opportunities (e.g. consortiums, geographical expansion, new calls for proposals)
  • Participate in the FSL Cluster coordination activities through active reporting and communication with field and national level focal points
  • Lead scoping missions, engage with new donors on FSL opportunities, identify potential new business opportunities for new FSL programs

Quality Assurance (30%)

  • Build the capacity of national staffs through proper coaching and training
  • Improve the quality of FSL services delivered at supported facilities throughout the county through priority setting, on-job training, and continuous monitoring
  • Oversee the FSL management capacities/structure, evaluating team organogram and program management abilities on a routine basis
  • Ensure the quality of data through proper entry, cleaning and regular checking and use the data for action on the site
  • Develop recommendations and guidelines for ensuring FSL program quality across field locations and program sites
  • Routinely review existing data collection capacities and help the team improve site-level data collection and reporting, particularly for outcome data
  • Prepare weekly, monthly and annual work plans for grants

Qualifications and Requirements:

Essential

  • A degree in Agronomy, Rural development, Social Economics or other related professional field; a master’s degree an added advantage
  • Strong technical background and experience in agricultural production and marketing.
  • At least 5 years overseas experience in managing development programs including Technical Food Security expertise (In-kind and cash for food);
  • Good understanding of donor compliance and reporting mechanisms (, EU, OFDA, UN Agencies, USAID etc.) is an advantage.
  • Demonstrated experience of best practice in programme design, monitoring and evaluation with documented results related to the position’s responsibilities.
  • Experience of working in remote locations;
  • Good negotiations and communication skills; excellent writing skills
  • Experience of mentoring, supporting and training staff;
  • Ability to deliver high quality work within tight deadlines
