Context:

Under the overall supervision of the Emergency and Post-Crisis (EPC) Programme Coordinator, and direct supervision of the Emergency and Post-Crisis (EPC) Shelter/Non-Food Item Project Manager, the successful candidate will contribute to the effective implementation of emergency, transitional and permanent shelter projects in IOM Ethiopia by coordinating the implementation of shelter interventions in Ethiopia and providing direct support to implementing field offices.

Core Functions / Responsibilities:

  1. Review and/or develop detailed work and activity plans for project implementation in cooperation with field staff and in accordance with project documents and donor agreements. Monitor adherence to work-plans, deadlines, and budgets.

  2. Monitor project progress by assisting with the development of monitoring systems for tracking progress in sub-offices and relevant locations. Identify challenges and bottlenecks and make recommendations on corrective action to be taken including in the procurement and delivery of shelter materials. Document best practices and share lessons learned.

  3. In close coordination with the United Nations High Commissioner for Refugees (UNHCR), the Administration for Refugees and Returnees Affairs (ARRA) and the National Disaster Risk Management Commission (NDRMC) participate in shelter needs assessments in refugee camps, internal displacement sites or host communities, produce assessment reports, and make recommendations for further action.

  4. Work closely with the refugee task force and the national and regional Shelter Working Groups under ARRA/UNHCR on refugee shelter needs in the country to ensure adherence to work plans, implement and periodically review strategy, and ensure partner buy-in and regional representation of the cluster.

  5. Provide technical inputs on IOM Emergency Shelter assistance to Internally Displaced Persons (IDPs) including engagement with the Shelter/Non-Food Item (NFI) Cluster on the development of shelter interventions for emergency, recovery and resiliency of individuals displaced by conflict and natural disasters.

  6. Maintain positive relations with government counterparts, including ARRA on assistance to refugee and refugee hosting communities and National Disaster Risk Management Commission (NDRMC) and region Disaster Preparedness and Prevention Bureau (DPPB) on assistance to IDPs, UN agencies, and other partners, including NGOs, civil society organizations, and regional state authorities at the technical level.

  7. Work closely with the project development and communications teams in Addis Ababa as well as sub-offices to identify new project opportunities on shelter and provide regular updates on activities for public information purposes including facilitating appropriate donor visibility in media and project implementation sites.

  8. Provide direct supervision to shelter and WASH staff based in Addis Ababa office. Provide guidance and support to shelter programme field staff (including development/revision of SOPs and technical notes) and guidance on synergies between head- and field offices regarding staffing needs and the efficient use of resources.

  9. Encourage the integration of cross-cutting issues such as environment, gender, children, Gender Based Violence (GBV) and other vulnerable groups in shelter project design, budgeting and implementation.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Civil Engineering, Structural Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the field of emergency assistance with shelter project-related activities, programming, project management and implementation, and assistance to internally displaced persons and refugees;

• Experience with shelter projects for major donors in similar settings;

• Ability to manage and lead a group of technical experts and to coordinate with technical counterparts, NGOs, and local authorities;

• Training and experience in rural development and physical planning;

• Knowledge of computer graphics and mapping software, as well as the capacity to use mapping tools (GPS) and related software (map info etc.);

• Knowledge of CAD and other design-related software and ability to prepare schedules/bills of quantities and estimating cost;

• Working experience in the East and Horn of Africa is an advantage;

• Knowledge of or prior experience with similar issues in Ethiopia is an advantage.

Languages

Fluency in English is required. Working knowledge of any local language is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
