Job Title: Emergency Protection Program Supervisor (Gender-Based Violence / Child Protection / Psychosocial Support)
Location: Juba, South Sudan (with possible travels to Lainya and Kajo Keji if security situation allows)
Timeframe: 6 months with possibility of extension
ISRAAID
IsraAID is a non-for profit, non-governmental organization working in 19 countries worldwide to provide assistance to populations affected by conflicts, natural disasters, massive displacements and acute poverty.
IsraAID started its activities in South Sudan after the country gained independence in July 2011. Since then, IsraAID has been accompanying its local partners in their efforts to build effective mechanisms to address some of the most urgent social and protection challenges facing the population of South Sudan, especially Gender-Based Violence, Child Protection, and post-trauma assistance.
IsraAID’s activities in South Sudan aim at:
1. Building the capacity of, and empowering, service providers working with vulnerable communities affected by conflict, displacement and subsequent trauma (TRAINING);
2. Accompanying these local actors in their efforts to provide direct sustainable assistance to the most vulnerable communities, especially women and children, affected by trauma (SOCIAL/PSYCHO-SOCIAL PRACTICE);
3. Accompanying the local actors in their efforts to develop their own programs to tackle the most pressing social challenges associated with women’s and children’s welfare and rights (PROGRAMMING).
CONTEXTUAL BACKGROUND
In July 2016, heavy fighting broke in Juba claiming the lives of hundreds of civilians, and displacing tens of thousands of vulnerable individuals already affected by years of violence, displacement and distress. The ripple effects of this ongoing conflict further coupled with the economic destabilization exacerbated the risks and occurrence of Gender-Based Violence (GBV). Women and girls are deliberately targeted; rape is used as a weapon of war; and domestic violence has significantly increased due to trauma, displacement, and on-going violence. In addition, trust and cohesion among the population have significantly been affected by the on-going violence. Services, service providers and infrastructures have considerably been weakened – further increasing the vulnerability of affected populations – especially women, children, people with disability, and the elderly.
The ongoing tensions since July 2016 have been coincided with intense violence against civilians – including women and children – as a by-product of clashes between armed forces and various pockets of opposition and deliberate targeting based on ethnicity – including an increased number of rapes.
In addition, Kajo Keji and Lainya Counties have continuously been subject to violence and displacement since June 2015 and intensified since July 2016. The recent hostilities further exacerbated the humanitarian needs and protection concerns. Kajo Keji and Lainya are locations where emergency thresholds continue to be breached with regard to levels of displacement, food insecurity, malnutrition, protection concerns and disease, thus they have been identified as priority locations.
In such context, there is an urgent need to establish life-saving medical and psychosocial services for GBV survivors and their communities as well as to provide a safer environment for all by 1) rebuilding trust and social cohesion within communities; 2) strengthening the capacity of medical and psychosocial personnel to prevent and respond to GBV and other protection concerns; and 3) developing / strengthening effective community-based prevention and response mechanisms for affected populations, including GBV survivors.
RESPONSIBILITIES OF THE EMERGENCY PROTECTION PROGRAM SUPERVISOR
IsraAID is looking for an Emergency Program Supervisor to support IsraAID’s response to the current emergency in Kajo Keji (operating out of Moyo Uganda) and Lainya. Responsibilities include:
1.Development of Emergency Response Strategy
a. Strengthening the existing emergency response framework
b. Identifying sectors of operations
c. Identifying needs
d. Developing response based on needs
e. Building relationships with community representatives, national partners and service providers
f. Building relationships with other agencies operating in similar locations in protection and other sectors of activities (especially health sector).
2.Coordination of Training for National Partners
a. Identifying emergency training needs (e.g. PFA, CMR, GBV, CM, MHPSS, CP etc.) together with programs director and capacity development manager/ Programs Coordinator
b. Identifying and reviewing relevant training materials in coordination with the Capacity Development Manager/programs coordinator, and the protection advisor
c. Facilitating training sessions when needed (in Juba, Kajo Keji, or Lainya counties).
3.Coordination with external partners
a. If needed the supervisor may be asked to represent IsraAID in Coordination Meetings (GBV SC, CPSC, CPWG, PC, Urban Actor, GBV WG etc.)
b. Meeting donors and other stakeholders
c. Strengthening funding Strategy and building partnerships to extend the emergency response to other geographical areas and/or sectors of activities
4.Managing Program Budget
a. The supervisor will also be responsible for managing their program budget with support from the finance department.
b. The supervisor will all be expected to accompany national partners to ensure they are correctly using funds according to IsraAID accounting policies.
c. The Emergency Program Supervisor will ensure prepare follow up of the finance documents from partners.
5.Reporting
a. Ensure weekly reporting from activities conducted (including partner activities) are reported on a weekly basis to programs director (using weekly table of activity).
b. Providing relevant data to programs director in cooperation with other protection program managers
c. Participating in weekly staff meeting and management meeting
d. Assisting in drafting quarterly and biannual reports for donors and HQ.
e. Assisting in compiling and reporting IsraAID activities to different sectors including 5Ws reporting.
REQUIREMENTS
The supervisor must have the following qualifications and competencies:
A Master degree in social sciences, development studies, international relations, or any related sector is preferred;
A least 5 years of experience in program design and management with proven records on project implementation;
At least 2 years of experience in challenging environment (e.g. fragile states, post-conflict environment) where life and work conditions are precarious;
A solid understanding of, and practical experience with program design tools (including logical framework and other management tools), M&E mechanisms, and budgeting for non-profit organizations;
Knowledge and experience of GBV and Child Protection, with a solid understanding of ethical guidelines and principles; including case management/PSS
Knowledge and experience of emergency context, especially GBV response in emergency settings – which include strong familiarity with the IASC guidelines for GBV/CP interventions in humanitarian settings;
The Emergency Program Supervise should have knowledge of preparing project budgeting and reporting
Solid proven experience in training social work – with focus on GBV and child protection;
Solid proven experience in developing effective mechanisms for service delivery in challenging environments, taking into account project objectives, implementation plan and monitoring and evaluation procedures (with a particular focus on stated indicators);
Ability to work independently in a very challenging environment;
Demonstration of very structured organizational skills;
Understanding of and commitment to the following principles: cultural sensitivity, local ownership, sustainability, inclusiveness, local partnership, non-discriminatory, do-no-harm, and apolitical approach;
Knowledge and understanding of the UN system and procedures is preferred;
Commitment to abide by IsraAID’s and UN’s codes of conducts and principles.
WORKING HOURS
The Emergency Program Supervisor is expected to work 40 hours per week.

The supervisor will sign a code of conduct against Sexual Exploitation and Abuse (SEA) in accordance with international ethical standards.
The supervisor will embrace the core guiding principles for working with survivors, with a particular emphasis on confidentiality, safety, client-centered approach, respect and non-discrimination.
The supervisor will strive to embrace and apply Accountability for Affected Populations principles, as well as, do not harm approach, gender sensitivity, environment friendly methods and inclusion of people with disabilities in the activities.
LANGUAGE
The candidate must be fluent in English and ablity to speak in Arabic and other languege is benificial.
COMPUTER LITERACY:
The candidate must be computer literate with the knowledge of MSW and MSE.
