Chemonics seeks a deputy country director based in Juba, South Sudan, to support USAID’s Global Health and Supply Chain Program – Procurement and Supply Management (GHSC-PSM). The deputy country director will provide direct technical assistance to specifically assigned duties to fulfill the PSM strategy of improving the availability, accessibility, and use of pharmaceutical supplies for all levels of South Sudan’s public health system.

The deputy country director will play a critical role at the national level to ensure the improvement of coordination and communication among the various stakeholders, (USAID, the Ministry of Heath, National Malaria Control Program, United Nations Development Programme, Health Pooled Fund, United Nations Population Fund, and all other key implementing partners). The position will also support the development and implementation of supply chain policies and procedures in support of adequate quantifications, commodity procurements, warehousing, inventory management, and logistical challenges associated with distributing products to the county level. Responsibilities include:

  • Develop and implement streamlined strategies and organizational structures to capitalize on supply chain management best practices to ensure cost efficiencies and increased productivity of project teams
  • Serve as a member of the senior management team to oversee technical implementation and facilitate timely completion of activities and deliverables to ensure alignment with the project’s work plan and budget
  • Manage staff and technical teams assigned by the country director
  • Guide technical implementation for delivery of critical health commodity supply chain technical assistance that reflect the priorities of USAID, the Ministry of Health, and other stakeholders
  • Ensure movement towards integration of global supply planning benchmarks
  • ​Develop and implement technical strategies to improve procurement, warehousing, and distribution approaches
  • Assist technical teams to develop or review scopes of work for local and expatriate short-term technical assistance providers, managing the mobilization process as required
  • Develop and implement risk-mitigation strategies for procurement and logistics services
  • Comply with reporting requirements established by GHSC-PSM South Sudan and the home office
  • Assist with documenting project outputs and work with the country director to compile monthly and quarterly progress reports
  • Inspire stakeholders by showcasing project’s potential to improve and integrate South Sudan’s supply chain management system
  • Provide input and support to the country director in the development of annual work plans and scopes of work
  • Understand and implement project standard operating procedures and policies

Qualifications:

  • Degree in social sciences, public health, engineering, pharmacy, supply chain management or relevant field
  • Minimum eight years of providing technical leadership and oversight and reporting for USAID programs, including health supply chain activities such as managing commodities, warehousing and storage, or management information systems
  • Record of effective leadership in senior management positions and ability to create and support a culture of inclusiveness, learning, and delivering results
  • Proven ability to apply supply chain management best practices and innovations to donor-funded programs required
  • Experience working with HIV/AIDS, family planning, and/or malaria commodities preferred
  • Strong organizational skills and ability to work flexibly in a team-oriented, culturally diverse environment
  • Excellent interpersonal skills, sound judgment, and strong communication skills
  • Experience in a hardship post is an added advantage
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
