Manage the Emergency Response Health project and support the team to ensure their activities meet proposal objectives within timelines and budgets and that the services meet Medair quality standards.

Project Overview

This is a multi-sector relief programme including health, nutrition, WASH, and Non-Food Items (NFI) response across South Sudan, with an overall objective to reduce morbidity and mortality of vulnerable populations. Take a look at Medair’sHealth & Nutritionwork.

Starting Date / Initial Contract Details

December 2017. Full time, 12 to 24 months.

Key Activity Areas

Coordination & Representation

  • Attend the weekly Ministry of Health Emergency Preparedness and Response (EP&R) meetings and weekly Emergency Responders Meeting (ERM) with other mobile health actors.
  • Proactively coordinate with the health cluster and agencies to seek out project opportunities.
  • Review Project Coordination Agreements, Memorandum of Understanding, etc, in place with UN agencies, government ministries, and NGO partners relating to ERT health work.
  • Ensure clear internal coordination to increase multi-sector assessment and intervention.

Quality Management & Project Design

  • Responsible for ensuring project implementation is according to Medair policy and compliant with Medair, donor, South Sudan and international guidelines.
  • Responsible for setting objectives of emergency health assessments and interventions, monitoring progress against agreed indicators and exit planning.
  • Decide on new activities and sites and provide input on future project growth and changes.
  • Improve the quality of the health project, to improve the quality of the assessments, monitoring and evaluation, implementation of Core Humanitarian Standards and protection mainstreaming.

Staff Management

  • Decide on staff planning and movements, based on emergency needs.
  • Line manage Medical Manager and Senior Community Liaison Officer, and Health Managers.
  • Look for relevant training opportunities for all staff in liaison with Health Advisor.
  • Interview potential national and international staff and make recommendations for final hiring.

Logistics

  • Final authority for all health requests going to the logistics and finance departments.
  • Work with ERT Logistics team to ensure health teams are adequately supported in the field.

Financial Management

  • Review and approve all project expenditures and expense coding. Ensure proper financial procedures are followed by the health team.
  • Track expenses against project budgets, working with the Project Coordinator and Finance Officer to address issues of over or under-spending.
  • Draft annual budgets for health and emergency response projects.

Security Management

  • Responsible for completing Security Risk Assessments for health interventions.
  • Monitoring security situation for teams in the field and working with Project Coordinator if any action needs to be taken.
  • Responsible for ensuring field team compliance with security procedures.

Reporting & Communications

  • Write or compile ToRs, MOUs and reports. Provide programme data for donor reports.
  • Speaking on behalf of Medair in the field when required, ensuring that good relationships are maintained and that Medair’s mandate and values are understood.

Qualifications

  • Diploma or degree in Nursing / Midwifery or qualification as a Medical Doctor.
  • Strong working knowledge of English (spoken and written).

Experience / Competencies

  • 2 years post-qualification professional experience in a relevant field.
  • 1 year of management experience.
  • 1 year of overseas experience in primary health care or emergency context.
  • Knowledge and experience of primary health care principles and management.
  • Knowledge of humanitarian principles, Sphere and HAP Standards and other international humanitarian guidelines and protocols.
  • Ability to manage project implementation; able to take the initiative in project decisions.
  • Good numerical, report writing and administration skills.
  • Committed to consultative and servant-minded leadership. Aptitude for community mobilisation.

Working Conditions

  • This is a field-based position and working and living conditions may be very different to that previously experienced. The current security situation in South Sudan is dynamic and the location of the interventions may be in areas of relative insecurity.
