Ethiopia: Manager General Affairs

I. Purpose of the position

The Manager General Affairs is responsible for all Financial, Logistic and Human Resource systems of ZOA Ethiopia and that all related affairs are adequately handled according to the ZOA procedures.The Manager General Affairs is a member of the ZOA Country Management Team. The position is based in Addis Ababa.

II. Key tasks and responsibilities:

General:

  • Manage the smooth running of the finance, logistics and HR affairs of ZOA Ethiopia;
  • Ensure an effective internal control system to reduce the opportunities for fraud or abuse of funds, goods and materials;
  • Management of the Country Office support staff;
  • Provide input into the development and implementation of ZOA’s programme plan;
  • Participate in country wide knowledge development with a focus on finance and operations;
  • Proactively advise Country Director regarding security and safety;
  • Organize adequate legal support for ZOA regarding local laws and regulations;
  • Member ZOA Country Management Team;

Finances:

  • Responsible for the establishment and implementation of an effective Finance system, in line with ZOA Ethiopia and donor procedures and guidelines;
  • Responsible for budget development;
  • Responsible for the monthly financial closure procedures;
  • Analyses the financial progress of the country organisation and timely and accurately reports on deviations compared with approved budgets (i.e. quarterly reports, project progress and coverage of country office cost and indirect costs);
  • Ensures adequate portfolio management through ZIS and ensures integration of donor requirements;
  • Organise local external audit according to local government standards;
  • Support and provide information for the ZOA NL internal auditors;
  • Performs regular risk analysis, identifies the risks and reports them on time.

Logistics:

  • Responsible for the establishment and implementation of an effective logistics system (including acquisition, purchase, contract management), in line with ZOA Ethiopia and donor procedures and guidelines;
  • Responsible to ensure the ZOA Ethiopia security plan is up to date and adhered too by all staff;
  • Update ZOA staff on security situation and provide security orientation to new arrivals;

Human Resources

  • Responsible for the establishment and implementation of an effective HR system, in line with ZOA Ethiopia and donor procedures and guidelines;
  • Advice the Country director on revisions of the ZOA Ethiopia salary scale and allowance system;
  • Support managers with recruitment and selection procedures and take part in recruitment interviews for higher level country staff;
  • Provide guidance to tax and labor laws, and ensure organizational compliance;
  • Advise management on gender and diversity into human resources management.
  • Any other duty that is reasonably consistent with the key tasks of the function.

Job Requirements

VI. Competencies

Identity

  • The candidate is expected to support the identity, vision, and mission of ZOA

Knowledge/experience

  • Bachelor/University degree (minimally BSc/BA, preferably MSc/MA) in financial management and/or relevant field;
  • Proven working experience of at least 5 - 7 years in the relevant field with at least 3 years in staff management and coordination;
  • Project cycle management (PCM);
  • Project budgeting;
  • Donor rules and regulations;
  • Affinity with development work and International NGO’s;
  • Ability to write clear and concise reports;
  • Excellent in English in reading, writing and speaking;
  • Basic knowledge of local language is a pre;
  • Excellent computer skills (accounting systems, Excel, Word);
