CANADEM is seeking seasoned professionals with previous relevant experience in the field of Protection Coordination who are available for an immediate deployment to Juba, South Sudan as a seconded expert.

Terms of Reference

Position Title: Roving Protection Cluster Coordinator

Location: Juba, South Sudan

P Level: P3

Duration: 12 Months

Responsibilities

  • Conduct regular field missions to support cluster coordination in the field, assisting state focal points as and when required, particularly in the implementation of protection cluster activities, initiatives and strategies, and local level advocacy;
  • Assist in the rollout of Protection Cluster policies and tools to the field by conducting trainings and workshops and providing general guidance and feedback, in collaboration with the NRC Roving Cluster Coordinator, who will be covering deep field locations where there is no static presence;
  • Support to field focal points in the collection and analysis of protection information from partners in field locations, compilation, and review for monthly and other regular reports in addition to ad hoc reports. Identify gaps in information collection and sharing at the field level;
  • Strengthen the coordination structure between state level Protection Clusters and deep field locations;
  • Identify best practices and lessons learned at the field level to strengthen Protection Cluster coordination countrywide and identify strategic approaches to common challenges;
  • Assist cluster coordination in the field in facilitating the implementation of solutions activities and programmes to ensure the continuity between humanitarian response, recovery and development, including developing and/or strengthening partnerships with relevant actors on issues such as housing, land and property and the rule of law;
  • Support mainstreaming of protection in the activities of clusters and agencies in the field through the provision of technical advice and trainings;
  • Support training, coaching and capacity building initiatives in the field for Protection Cluster focal points and cluster partners as well as other clusters as necessary, with particular focus on developing the capacity of national NGOs;
  • Provide technical guidance and support to ensure effective protection analysis and monitoring, and streamlining data and information reporting to the national level on protection concerns;
  • Provide surge Protection Cluster support to areas following large scale influxes and/or significant changes to the protection environment;
  • Attend Protection Cluster meetings as request by the Protection cluster Coordinator;
  • Perform other relevant duties as required by the Protection Cluster.

PROFILE

Experience

At least 5 years of progressively responsible experience at the international level in the human rights and/or the humanitarian field, preferably in relation to complex emergencies and humanitarian operations; proven protection cluster experience; proven experience in protection and coordination related issues. Previous experience in South Sudan would be an asset.

Essential requirements

  • Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or any other discipline related to human rights and protection. A first level university degree with a relevant combination of academic qualifications and field experience in protection may be accepted in lieu of the advanced university degree.
  • Familiarity with protection in complex emergencies.
  • Knowledge of the cluster coordination system.
  • Experience with the cluster coordination system.
  • Strong English verbal and written skills.
  • Solid analytical, writing and presentation skills.
  • Excellent computer literacy and skills on MS Word, Excel, and Powerpoint.
  • Demonstrated ability to carry out roles and responsibilities under hardship conditions.
