SI has been operating in South Sudan since 2006, and has developed activities in emergency and post emergency contexts, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors present in the country.

We currently operate an Emergency Preparedness and Response program throughout the entire country, as well as Wash activities in the PoC in Malakal, and emergency Wash assistance in informal settlements in Upper West Nile state, we have also started recently a Wash in health program in Raja.

The mission strategy is to continue along with our focus on WASH/EPR interventions and to develop stronger responses to food security and livelihood needs.

In the area of the project:

The westernmost counties of the greater Bahr El Ghazal area have been affected by a steady deterioration of the security situation. Since 2016, major fighting and population displacement have had dire consequences for the local economy of major urban centers, such as Wau, and for the livelihoods of the local population.

Raja County, the largest and remotest county of the newly constituted Lol State, has witnessed a surge in violence and destruction since June 2016. The ensuing fighting resulted in the looting of most of the town, including all the supplies and facilities of the local hospital.

Fighting in April 2017 has further aggravated the plight of the County population, while an estimated 13 000 IDPs have fled to the bush as well as to other locations within the County, and currently lack access to basic health and nutritional care.

On-going violence and insecurity prevents people from attending to their fields, while the absence of food stocks across the county in light of the upcoming lean season contributes to the dire nutritional situation in Lol State

The mission:

The mission coordination is based in Juba (5 expatriates) as well as the EPR team (4 expatriates). The Malakal base (4 expatriates) is also supporting a sub-base in Aburoc (1 expatriate), we have another base in Raja with 2 expatriates, that will be growing in January (4 expatriates from January). The current Head of mission has stabilized the expatriate turnover on the mission with more experienced coordinators and the team benefits from a lasting positive dynamic.

The base:

  • 2 program (OFDA, GIZ)
  • Several prospect (DIFD, Unicef, PV)
  • 4 expats
  • 25 national
  • Partnership with other NGOs
  • 1 M EURO plus budget of the base.

A special break system has been created because this base is extremely remote (at 3 months expatriates benefit from a 10 days holiday instead of 7).

The program:

Integrated WASH in Nutrition and FSL response for vulnerable IDPs and host communities in Raja County of Western Bahr el Gazal States (former) of South Sudan.

Partnership program with INGO ALIMA. SI is the lead of the project and doing FSL (& bit of WASH). SI is responsible for FSL to impact on Nutrition. Multi-sectorial integrated project in the border area of Sudan and South Sudan. SI FSL & WASH activities are mostly focused on community level.

This project is funded by GIZ and has a budget of 550 000 Euros.

Overall objective: Contribute to reduce mortality and morbidity through improving food security and nutrition status of the conflict affected populations of Raja County.

ABOUT THE JOB

The Program manager is responsible for the good implementation of the program. He is the line manager of the operational program teams and works in collaboration with ALIMA, along with the logistics and administrative department to ensure that the activities are delivered in a timely fashion and complying with our quality standards. His responsibilities include:

  • Ensure the timely implementation of activities and that SI's quality standards are met.
  • Propose adjustments or developments to maintain project relevance when necessary.
  • Coordinate activities with the program team and other departments of SI and INGOs in the area of intervention (ALIMA in priority).
  • Supervise the Activity Managers and Team Leaders.
  • Participate in strategic planning.
  • Prepare timely and accurate reporting to SI for donors and internal data collection and monitoring

Priorities for the first 2/3 months:

  • Complete the recruitment and orientation of the project team
  • Start the project focusing on the seasonality of the livelihood calendar ( cropping season)
  • Developing in-depth FSL knowledge of the area; assessment, market monitoring/assessment etc
  • Community based project orientation on FSL and WASH activities
  • Establish network and coordination platform with other actors in Raja related FSL part.

There is very little coverage of the humanitarian needs that are acute, so there will be strong expectations from the community.

YOUR PROFILE

Experience:

  • Diploma/ Masters Degree in appropriate technical fields (Tropical agronomy…)
  • Minimum of 2 years as a program manager in humanitarian relief contexts
  • Demonstrated understanding of Solidarités International mandate and values
  • Experience in implementing a project in conflict areas
  • Team management and supervisory experience
  • Previous experience in South Sudan is major advantage
  • Extensive knowledge and understanding of the project cycle
  • MEAL skills are an added-value
  • Experience in wirting project proposals and reporting

Language:

  • Fluent English – written and spoken
  • Arabic is an asset

SI WILL OFFER YOU

A salaried post: according to experience from 1760 euros gross per month (1600 base salary plus 10% annual leave allowance paid monthly) and a monthly Per Diem of 700 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
