Evaluation Specialist, USAID/Ethiopia MULU/Most-At-Risk-Populations (MARPs) HIV Prevention Activity End-Line Evaluation (Ethiopia)

Proposal Objective:
SI is preparing to bid on an end-line evaluation of the $50,000,000, five-year USAID/Ethiopia MULU Most-At-Risk-Populations (MARPs) HIV Prevention Activity, which is scheduled to end in March 2018. The purpose of the end-line evaluation is to analyze the effectiveness of the activity in contributing to the national target in reducing new infections by targeting key and priority population in the community and analyze achievement in selected indicators. The findings of the end-line evaluation will be used to inform future HIV prevention activities in Ethiopia. The period of performance will be 75 days from date of award, which is anticipated in December 2017.
Position Description:
SI is seeking an Evaluation Specialist to design and structure the evaluation, review methodologies, collect, analyze and interpret findings and draft various components of the evaluation reports under the direction of the Team Leader. This position will be remote, with travel to Ethiopia.
Responsibilities:
- Assist the Team Leader in helping to design and structure the evaluation.
- Review evaluation methodologies to be used in the end-line evaluation.
- Collect, analyze and interpret findings and data.
- Draft various components of evaluation reports as directed by the Team Leader.
Qualifications:
- Advanced degree in epidemiology, statistics, demography or a related field required.
- At least eight years of proven experience in monitoring and evaluations, preferably in the area of HIV/AIDS activities.
- Substantial and demonstrated expertise in evaluation techniques involving projects with technical assistance, training, advocacy and partnership components.
- Expertise in gender-sensitive data collection, analysis and reporting is highly desired.
- Demonstrated familiarity with USAID rules and regulations, including familiarity with large evaluations in Ethiopia, is preferred.
- Strong analytical and report writing skills and task management.
- Fluency in spoken and written English is required.
