Cordaid has been active in South Sudan for more than 20 years, with a strong focus on civil society capacity-building. Currently it has programs in the area of emergency response, DRR, health, food security, Security & Justice, women leadership and investments.

Cordaid is active in seven States in South Sudan. Presently, Cordaid is expanding its program in different parts of the country. For that purpose additional technical capacity is required.Therefore, Cordaid would like to recruit a IT Administrator as detailed below,

Position Title IT Administrator (1 position)

Duty station Juba

Reporting line The IT Administrator reports to the Finance Controller.

Purpose of the position: Maintain and manage Cordaid South Sudan computer network, software and hardware to ensure effective functioning and efficiency of the system.

Key Responsibilities and Accountabilities:ICT tools and hardware

  1. Recommend and assist in the procurement of computers, printers and other spare parts or accessories as needed. Ensure to follow the Cordaid ICT Procurement Policy for Equipment and Services.
  2. Maintain the ICT inventory register and asset movement and verify that all assets are registered in the assets register and have asset numbers.
  3. Configure, manage and maintain all Cordaid ICT Tools (laptops and Printers) to meet the Cordaid standards and performance.
  4. Proactively assess the ICT tools performance and standards by attending to the hardware servicing and ensure repairs for the hardware is provided within a reasonable time.
  5. Preserves assets by implementing disaster recovery and back-up procedures, information security and control structures.

Server Management and Networking

  1. Manage and maintain the Cordaid South Sudan internal office network of a server (Window operated)
  2. Provide advice on the selected internet service provider at Juba level and in the field. Recommend on the best use of the fixed ASDL service or other options. Randomly conduct test check on the strength and quality of the internet and work with the internet service provider to maintain the standards.
  3. Perform proactive maintenance and reconfiguration of the IT system, including software and security updates on a regular basis.
  4. Improve network and computer security measures.

Software Installation and management

  1. Assure the active and up to date use of antivirus software and proper use of ICT equipment by staff according to the guidelines.
  2. Facilitate the installation of approved software and systems (database programmes) on the server and ICT tools and ensure quality of the applications.
  3. Manage and keep records of software licensing agreements for Human Resources, Finance systems (AX) and Programmes data base management applications.
  4. Review and verify the applications results by conducting system audits of technologies implemented and ensure security of the data and information.
  5. Verify the applications audit trail and review the user’s level and activities. Ensure that the user matrix and levels of access are approved by the Country Director

Database Management

  1. Manage and maintain a database network server operating and ensure to Monitor and report the Database performance for troubleshooting.
  2. Monitor and maintain the quality and integrity of data collection, analysis, standard reporting and storage.
  3. Monitor the quality, timely and complete updating and encoding of data into the database.
  4. Training of staff in the use of the data management systems including support to strengthen data collection and reporting by health facilities. Supervise the implementation of data management at the all levels and the proper integration at the Cordaid office in Juba.
  5. Timely facilitate the production of quality standard reports according to standard reporting templates and other adhoc reports as and when requested either by Cordaid Management and key project stakeholders

Information Management and Backups

  1. Perform daily and weekly backups and test restore procedures. Ensure that all staff on regular basis perform backup procedure at Juba level and the Field Staff process the back up on an external hard drive which is submitted to Juba for uploading onto the server.
  2. Arrange and manage a mirror server. Ensure an offsite location is identified and is maintained according to the Cordaid South Sudan Business Continuity Plan.
  3. Maintain and store safely the external backup hard drives. These must be well labelled and with reference to retrieve required when required.

Communication, support and email accounts

  1. Ensure to configure the email creation for each staff specific laptops.
  2. Communicate with the Hague IT department to delete-mail accounts for staff who have exited the organisation.
  3. Facilitate the set-up of the Email groups and update the forum memberships as per the Country Directors Instruction.
  4. Contribute to team effort by attending and accomplishing ICT related enquiries, queries and results as needed and provide helpdesk and troubleshooting assistance to staff in Juba and in the field.
  5. Conduct training for staff in the use of hardware, software, security, and internet
  6. Ensure that the software and hardware efficiency is up to standard.

Information system security

  1. Put provision to ensure that the system is protected and is set by defining access privileges, control structures, and resources. This includes access privileges by staff to the server departmental folders and levels of access.
  2. Implement security improvements by assessing current situation, evaluating trends and anticipating requirements.
  3. Recognizes problems by identifying abnormalities and report any violations by the employees.
  4. Determines security violations and incidences by conducting periodic audits checks.
  5. Upgrades system by implementing and maintaining security controls.
  6. Keeps users informed by preparing performance reports and communicating system status.

ICT Compliancy and standards

  1. Maintains quality service by following Cordaid ICT Policies, Procedures and standards.
  2. Ensure that all Cordaid staff have been briefed and have signed the ICT Cordaid Policy. This includes consultants and visitors who have access to Cordaid ICT tools and Internet.
  3. In consultation with the Finance Controller and the Hague Office – Develop, review and update the ICT policy. Ensure to update staff on any changes and implication on the violation of the procedures.
  4. Recommend process changes to improve internal processes (when asked).
  5. Conduct frequent field visits for internet assessment, give support and provide help desk services.
  6. Attend to any other duties as instructed by the Finance Controller.

Qualifications and Skills

  1. A bachelor degree in Information Technology /or Information Science /or Computer Science and/or any other related qualification.
  2. At least 3 years working experience in the related field and with experience in working with Health Information Systems or health projects supported by databases would be a plus.
  3. Excellent knowledge of Window Server 2008, Microsoft applications, Linux, Firewall server protection, Server RAID 0/1/5, Data RAID Mirror, Backup and Disaster recovery plan.
  4. Knowledge of Microsoft Exchange Mail server.
  5. Strong analytical thinking and troubleshooting skills
  6. Good written and spoken communication skills
  7. Has a flexible and adaptable approach to work
  8. Has the ability to work on your own initiative
  9. Ability to do multiple work assignments and establish priorities
  10. Excellent interpersonal skills and maintain a high degree of professionalism.
  11. Good organisation skills and able to meet deadlines whilst being under pressure.
  12. Willing to travel occasionally to the Counties where Cordaid Operates.
