The Norwegian Refugee Council in South Sudan is looking for a Consortium Manager to provide overall management of the Consortium Management Unit (CMG). This is a unique and varied role that will be responsible for oversight of the programme including M&E, accountability, finance, coordination and representation.
Responsibilities:
· Management: Provide overall managements of the Consortium Management Unit.
· Monitoring: responsible for the standardization of M&E data, data quality and analysis, feedback mechanisms and protection and inclusion mainstreaming. Manage market, labour and attitudinal baseline, mid-term and end evaluation.
· Accountability: quality control and ensuring accountability of sub-partners.
· Coordination with stakeholders: develop strong relationships with stakeholders, facilitate start-up and consortium meetings, ensure joint field missions, provide updates and communications to the donor.
· Financial coordination: budget monitoring, review of cash forecasts; management of cash requests, fund transfers to partners and the civil society funding mechanism (grant awards).
· Management of project documents: support the establishment and management of a system for consolidation of financial, reporting, donor and project documents.
· External representation: represent the consortium members during external meetings, with local authorities, and other fora.
· Training: organize and facilitate training or workshops for consortium staff members.
· Promote the rights of IDPs/returnees in line with the advocacy strategy.
Qualifications and Experience
· Minimum First Level University Degree/BA in relevant field, preferably Economic and Social studies, International Development
· Minimum 5 years of humanitarian experience across multiple contexts, with at least 2 years’ experience of youth programmes
· At least 3 years’ experience managing multi-million (EURO) projects;
· Experience in consortium management or extensive involvement in a consortium, with a multi-year duration
· Experience developing training tools, manuals, information management systems for humanitarian action and accountability to affected people
· Self-motivated, confident communicator and public speaker, with experience in giving briefings and presentations.
· Strong inter-personal skills, working well both in teams and independently
· Able to work under pressure and good at timely decision making
· Fluency in English, both written and verbal
· Experience or knowledge of South Sudan context, preferred

· Advanced English Language level (Business English is a plus)
· Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
· Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred)
· Proven presentation, training and facilitation skills

· Contract period: 24 months with possibility of extension

· Duty station: Juba, with frequent visits to field sites
