Context and Background
THESO has been working in South Sudan since late 2010, and currently runs field project offices across South Sudan. However, the five years strategic plan (2016 – 2020) includes expansion of its programme to all states, deepen its working relationship with government, UN agencies and other partners at all levels, develop a gradual exit strategy to allow the smooth transfer of specific facilities to government line ministries, and support affected people with emergency response, recovery, resilience and development programmes. THESO primary focus is integrated primary healthcare, WASH, and community based and health facilities-based management of malnutrition. The special emphasis is given to maternal and child health care services. The program strategy includes establishment of static and outreach clinics in the IDP camps and underserved rural areas to ensure access to essential care and building local capacity through a community-based outreach component and engage with Ministry of Health at State and Locality levels in regards to collaboration, coordination and technical support supervision.
The new 2016 - 2020 strategic plan allows THESO to integrate emergency response with early recovery and building resilience, and expand country programme portfolio in South Sudan states and elsewhere in the country. THESO is implementing EU, UNICEF and WFP funded nutrition projects in some locations in South Sudan. THESO is working with State Ministry of Health, County Health Departments, County leadership, partners, and host communities to consolidate programme quality, improve the community involvement in program planning and implementation through a revised community based approach, capacity building of county health department staffs and strengthen the capacity of local health system by increased engagement with the renowned partnership with MoH in regards to support, supervision, training and policy development.
General Description of the Role:
The Nutrition Coordinator (NutCo) will be responsible for the vision, strategy, design, implementation and management of Nutrition Program in Bentiu Hub, working in collaboration with UNICEF, WFP, CHD, partners and THESO senior management team in Juba, and directly supervising the team in the field.
RELATIONSHIPS:
The NutCo reports to Nutrition Manager and CHD Manager as well as supervises the field program team. The NutCo will travel 80% to service delivery sites.
RESPONSIBILITIES:
Coordination and Representation
Ø Develop a sound understanding of THESO and its programs such that the NutCo can represent Guit County. Establish and maintain effective, professional relationships with relevant stakeholders.
Ø Plan and coordinate County nutrition interventions;
Ø Participate in the state and when delegated national Nutrition Cluster; ensure leadership of the County Nutrition Sub-Cluster
Ø Participate in internal coordination and management meetings to promote effective and efficient information sharing, problem-solving and decision making.
Program Management
Ø Oversee implementation of nutrition-related grants and management of budgets, including budget forecasting, development of spending plans in cooperation with other departments.
Ø Ensure the appropriate utilization of and reporting on resources to deliver programs
Ø Prepare all necessary documentation for Grant Opening, Review and Closing meetings
Technical Monitoring and Program Quality
Ø Provide technical supervision of, and technical support to County Nutrition programming activities;
Ø Ensure that nutrition programs utilize standardized protocols, policies and guidelines, as prescribed by the Ministry of Health and WHO/UNICEF/WFP;
Ø Ensure that all nutrition activities are consistent with established best practices;
Ø Oversee the collection and timely reporting of data and statistics for all nutrition programs in line with THESO’s guidelines and according to internal and donor requirements;
Ø Ensure appropriate follow-up and decision-making on data relevant to THESO nutrition programs;
Ø Ensure all stakeholders are provided with updates on the nutrition program in Guit County, including SMoH, Nutrition Coordinator, Program Director, Technical Unit, donors etc.
Strategic Planning and Program Development
Ø In collaboration with Nutrition Coordinator, Health Manager, M&E officers and THESO Program Director, lead the development of an THESO Nutrition Program strategy in line with THESO South Sudan Strategy.
Ø Lead technical assessments as a basis for nutrition program development;
Ø Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary;
Ø Coordinate and develop project proposals (logical frameworks and appropriate, realistic and measurable indicators) for Guit County Nutrition Program under the supervision of Nutrition Manager.
Staff development
Ø Ensure the ongoing capacity building of program staff at county level.
Ø Ensure respect for THESO HR policies during the recruitment process.
Ø Provide timely and quality performance evaluations.
Ø Promote the THESO vision and mission with all supervisees
Security:
Ø Ensure staff are trained on, aware of and in compliance with THESO security policies and the local SMP.
Reporting:
Ø Submit timely and accurate reports to the Project Coordinator as required
Ø Review program reports to ensure accuracy before submission
Other
Ø Other relevant duties as assigned.
REQUIREMENTS:
Education
Ø Degree in Nutrition / Public Health
Ø Related licensure
Experience
Ø At least two to five years professional experience in South Sudan, including significant experience managing nutrition programs; specifically, in the Community-based Management of Acute Malnutrition (CMAM), Infant and Young Child Feeding (IYCF) and nutrition BCC approaches.
Ø Experience integrating nutrition into multi-sectoral programming, particularly with the health, WASH, food security and livelihoods sectors.
Ø Experience coordinating with and building the capacity of local government and civil society partners.
Ø Experience conducting assessments, preferably using participatory approaches and/or SMART and SQUEAC surveys;
Ø THESO’s, INGOs or East Africa experience desirable
Skills
Ø Excellent management skills; able to work independently while being a strong team player;
Ø Demonstrated ability to handle sensitive situations diplomatically, able to work well with people of varying backgrounds, cultures, education levels
Ø Able to write clear and concise reports and proposals and to meet required reporting deadlines;
Ø Able to work in unstable security environments;
Ø Competent in Microsoft Word, Excel, Outlook
Ø Fluent in spoken and written English, knowledge of Juba Arabic or Nuer a plus.
Ø Additional qualities: ability to handle pressure, to solve problems, to prioritize work, honesty, flexibility, and punctuality, sense of humor.
