PROTECTION SPECIALIST UNHCR PROJECT SOUTH SUDAN
The United Methodist Committee on Relief (UMCOR) is the humanitarian relief and development arm of The United Methodist Church (UMC), a non-profit 501(c) 3 organization operated under the auspices of the General Board of Global Ministries. UMCOR works in partnership with other partners including donors in alleviating human suffering among the most vulnerable society members in more than 80 countries globally. The UMCOR South Sudan Mission is sourcing for a Protection Specialist to head a UNHCR funded protection project supporting Internally Displaced Persons (IDPs) and Refugees in Yei River County of Central Equatoria State.
Summary of Position:
To strengthen existing protection structures through enhanced capacity building of protection structure members, UMCOR staff and volunteers, UMCOR in partnership with UNHCR is looking for an experienced protection specialist to head the refugees and IDPs protection projects in Yeir River and Lasu areas. The successful candidate will oversee the implementation of refugees and IDPs protection activities in Lasu and Yei areas. The protection specialist will coordinate her/his work with the Yei based UNHCR and Commission for Refugees Affairs (CRA) teams.
The holder of this position will be stationed in Yei town of Central Equatoria State. The protection specialist will also play a key role in the formulation, design, planning, implementing, monitoring and evaluation of Child Protection programme and the overall Child Protection strategy. The Protection Specialist will also work towards ensuring overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives, including emergency preparedness response and disaster risk reduction. The holder of this position will report to the UMCOR South Sudan Head of Mission.
Essential Functions:
- An advanced university degree in child protection, Social Sciences, children’s rights, or education.
- Serve as the UNHCR project lead technical focal point on the protection component
- Programme delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures, and fully in line with UNHCR Principles.
- Oversee, manage, supervise and build the capacity of UMCOR National staff and Protection structure members in Yei and Lasu areas
- Supervise UMCOR protection staff attached to the UNHCR project in Yei and Lasu areas
- Represent UMCOR and UNHCR in protection cluster meetings in Yei
- Monitor the projects progress, expenditure against budget, and make necessary adjustments in consultation with UNHCR Yei office.
- Knowledge management effectively promoted through drafting/finalizing key Protection sectoral programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange with all partners, harnessing knowledge institutions resources and partnerships.
- Coordinate operationalization of programme strategy and quality framework and monitor the application/adherence to the strategy and quality framework
Qualifications (Required):
- Strong advisory skills, understanding of (learning/capacity strengthening) needs.
- At least 5 years’ experience in managing Protection programs with at least 3 years of field experience in an emergency context.
- Experience in designing and implementing child protection programmes in precarious environments
- Experience in the development of context specific policies and strategic plans
- Experience in mainstreaming of protection programs, preferably within education, Water, Sanitation and Hygiene (WASH) and Food Security and Livelihoods programmes
- Previous experience in developing training tools, delivering trainings and coaching.
- Strong knowledge and understanding of institutional donor requirement and familiar with NGO engagement.
- Ability to manage and work with a diverse project team
- Fluency in English
