South Sudan: KAP survey (WASH and Nutrition) consultancy, Bentiu PoC, Rubkona and Guit Counties, South Sudan

Background

Concern Worldwide South Sudan has been operational in three former states of Unity, Northern Bahr el Ghazal (NBeG) and Central Equatorial states. The Country office is located in Juba, Jubek state and field offices are also in Bentiu and Aweil West.

The violence that erupted in South Sudan mid-December 2013 has led to a humanitarian crisis involving a massive displacement of 1.9 million people. The on-going conflict has resulted in accommodating the 210,000 displaced people in Protection of Civilian (PoC) sites, host communities and neighbouring countries (2.1 million refugees). Concern started its emergency nutrition activities in PoCs in Juba and Bentiu in early January 2014 as a result of the mid-December 2013 conflict which caused displacement of people from different counties and thus there was a great need to save lives.

Concern has been operating in the Bentiu PoC site since early 2014 responding to the WASH, shelter, non-food item and nutrition needs of the displaced population. Over this period the situation in the camp has improved significantly, particularly following the severe flooding experienced in mid-2014 and resultant redevelopment of the existing site and an extension area in which Concern has built over 11,000 shelters, established two nutrition centres and is providing WASH services covering all the three prongs-water, sanitation and hygiene promotion. In Juba PoC, Concern is the lead agency for shelter/NFI, nutrition in both PoCs and food distribution/BSFP in PoC1.

As the conflict in some counties around Bentiu and Rubkona towns have reduced, humanitarian organisations have moved out of the PoC environment to provide life-saving services to host communities and returnee population. In the former Unity State, Concern is providing nutrition and WASH services in Guit County as well as WASH semi-urban services in Rubkona and Bentiu towns through the operation and maintenance of 2 SWAT (water treatment plants), hygiene promotion and sanitation (adapted CLTS methodology).

Concern South Sudan is looking for in-house support to conduct a KAP survey mainly on Nutrition, Infant & Young Child Feeding Practices and WASH in Juba and Bentiu programmes. This survey is intended to provide an understanding of the communities’ level of knowledge gained through various capacity building interventions including the use and/or adoption of existing indigenous and traditional knowledge, the attitudes, behaviour and the practices and how these influence the health, nutrition and WASH status in our programme areas. The survey results and recommendations will also help the nutrition, health and WASH stakeholders to design and adopt appropriate behaviour change and communication interventions and strategies.

Objectives of the Evaluation

The goal of the study is to evaluate how the earlier and ongoing interventions have contributed to the Knowledge, Attitudes and Practices and the influence this has had on behaviour change of the community regarding appropriate nutrition and WASH practices in programme locations. In addition the study findings will provide recommendations to aid in designing, redesigning, planning and implementation, of the future nutrition and WASH approaches and interventions related to behaviour change.

Specific objectives of the evaluation are indicated below.

This study aims to:

1. To determine knowledge, attitudes and practices on Maternal Infant and Young Child Nutrition (MIYCN); water, hygiene and sanitation and other related factors such as health seeking behaviour during illness, within the communities targeted by Concern’s interventions.

2. To document cultural and traditional practices that enhance or undermine appropriate nutrition and WASH practices.

3. To identify key actors of change and/or influential community leaders and recommend approaches to include them in programme designs.

4. To determine community knowledge and awareness on existing nutrition and WASH interventions.

5. To recommend key simple, practical and achievable interventions that will address the identified issues to ensure appropriate practices

6. To determine how effectively the recommendations of this survey can be incorporated into existing community networks such as mother support groups and existing intervention approaches and strategies such sanitation and hygiene promotion strategy

Methodology

The survey will employ both qualitative and quantitative approaches to establish the prevalence of minimum core IYCF and WASH practices focusing on the knowledge, attitude, and practices relating to maternal nutrition, infant and young child feeding, Water Sanitation and Hygiene (WASH) promotion interventions.

The survey shall further explore the current communication approaches that drive social and behaviour change towards adopting optimal MIYCN and hygiene and sanitation practices.

Scope of work (Key deliverables and outputs of this consultancy)

The KAP survey will be conducted in both Bentiu and Juba programme locations: PoC and out of camp locations in Juba and Guit county. The evaluation will take place in March 2018.

The consultant will be expected to develop a structured methodology for conducting the KAP survey. The methodology should include desk review and primary source documentation, meeting with Concern staff at office and field levels, train data collectors, supervise the team during data collection, conduct interviews with beneficiaries of the nutrition programme, conduct FGD at community level in the targeted areas of intervention, as well as meeting with other stakeholders to ensure comprehensive understanding of the context of operations. These include Concern staff and beneficiaries including beneficiary leadership in the PoCs and outside of the camps, as well as other humanitarian agencies (OCHA, UNICEF, Protection partners, Care, IMC, World Relief, IOM, DRC, MSF), Camp Coordination, and local authorities. The consultant will also assess the quality of data and apply standard evaluation methods to get additional information required to effectively evaluate the success of the programme and to identify the reasons for success or failure.

Expected deliverables and outputs

· Develop appropriate tools for gathering information;

· Review appropriate documents (KAP and SMART Survey reports etc.) relevant to the survey;

· Present the KAP Methodology at NIWG for validation;

· Develop the survey plan; be responsible for preparation for the survey, including review of population statistics, calculating the sample size, selecting sample villages and respondents, developing an efficient survey schedule;

· Conduct KAP survey: Train data enumerators, ensure the quality of data;

· Undertake consultations with key stakeholders and conduct field data collection; Focus group discussions, Key informant interviews, etc;

· Process and analyse the data, write and submit a draft report of the survey;

· Present preliminary findings at NIWG;

· Present the draft report of the findings to Concern for comments and feedback;

· Revise and submit a final copy of the survey report including recommendations.

Report format:

The report will be presented in English. Without annexes, it should not exceed 25 pages to keep audience straight to the main point. The report will include at minimum the following: (i) Executive summary; (ii) Introduction; (iii) Background, Programme Description & Context; (iv) Objectives of the Evaluation; (v) Methodology Used; (vi) Evaluation according to logical framework indicators; and against DAC criteria (vii) Limitations; (viii) Findings, Conclusions, and Recommendations. The consultant will conduct debriefing meetings with Concern field and coordination team, and this could include other relevant stakeholders (i.e. clusters); if required by Concern EPD or CD.

Reporting

The consultant will report to the Emergency Programmes Director during the duration of the support.

Security: The Country Director as the person responsible for security will make the final decision on travel plans of the Consultant based on security assessments. The Consultant must accept the Country Director’s decision and must adhere to all Concern South Sudan security protocols while in-country.

General conditions of the consultancy

· The consultant must complete all formal administrative requirements of Concern including signing Concern’s Code of Conduct and Programme Participant Protection Policy.

· Concern will provide transport to facilitate the work activities.

· The consultant should have their own lap-top to complete the work activities.

· Flight/travel to and from the country of residence and visa costs shall be paid by Concern Worldwide

· Accommodation will be provided by Concern Worldwide in Juba/field in compliance with Concern’s policy while the consultant will cover fully his/her food subsistence related costs

· The consultant will conduct his/her work using his/her own computer

· The movement of the consultant and team to and from the field will be facilitated by Concern Worldwide.

· Mode of the payment by cheque or bank transfer to the consultant shall be 40% payment on arrival, 60% after submission and approval of final report.

· Concern Health and Nutrition technical team in country and at HQ level will review the survey report and confirm its acceptability based on the ToRs of the consultancy, before 2nd and 3rd instalments are paid.

Skills and competencies required

Education:

The consultant should be holder of post graduate degree in nutrition, public health, epidemiology, social sciences or WASH/related discipline.

Work Experience:

· Minimum experience of 3 years in implementing and/or conducting M&E on emergency programmes with a humanitarian organization.

· Experience in leading programme M&E surveys.

· Proven team leading and managerial experience.

· Knowledge of working with conflict-affected populations.

· Previous experience in South Sudan, especially in POCs, will be an added advantage.

Technical Competencies:

· The consultant must have a strong background in emergency programmes with a focus on nutrition and WASH interventions

· Excellent reporting and presentation skills.

· Excellent knowledge of and experience with humanitarian guidelines and principles.

· Fluency in English and local languages spoken in the working area is an advantage.

· Computer literacy in MS Word, MS Excel and PowerPoint, digital data gathering devices.

· Willingness to travel extensively and work under pressure & meeting deadlines.

· Ability to work in a multicultural and inter-sectoral environment.

· Ability to work collaboratively as a team.

· Ability to coordinate, direct and supervise others to achieve a common goal.

· Ability to live and work in an isolated area in conditions of limited comfort

Languages:

Fluency in English is essential. Knowledge of local language is an added advantage.
