BACKGROUND:

The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to the Ministry of Agriculture and Natural Resources Development and is Secretary to the Transformation Council chaired by the Prime Minister.

Theprogrammatic *focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and Natural Resources Development and the Transformation Council. Within the Agency, issues are divided into four different pillars: Crops & Natural Resources which includes Inputs and Plant Protection, Soil Health & Fertility, Irrigation and Drainage, and Mechanization; Cross Cutting Initiatives, which includes Inclusive Growth, Climate Change Adaptation and Mitigation, and Planning and MLE; Livestock, which includes Animal Health and Genetic Improvement and Feed & Feeding; and Agribusiness and Markets including Market Development, Rural Finance, ICT, and Private Sector. In addition, the Agricultural Commercialization ClustersInitiative is another critical focus area for the Agency. Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models.*

POSITION SUMMARY:

The Talent Management International Consultant is responsible for delivering all aspects of the organization’s talent management and development processes. This includes designing and implementing appropriate talent management strategies, guidelines, tools, and processes to identify, acquire, select, develop, utilize and retain diverse talent to meet the current and future talent need of the ATA. The Consultant is responsible to develop the ATA’s succession plan and establish talent pool. He/she trains and coach the local HR team and the ATA leadership team on the overall management of the skills, talent and succession of employees focusing on talent acquisition, deployment, development, and utilization. The Consultant provides technical support to the ATA leadership team in the areas of employee coaching, mentoring and provision of constructive feedback.

The International Consultant is working as part of the ATA HR Team and closely work with Directors, Senior Directors, Leadership Team, CEO and the ATA Senior Management Team.

ESSENTIAL DUTIES:

  • Develop talent management and development strategy, implementation guideline and toolkit and provide technical implementation support.
  • Design succession plan to ensure that the organization has a pool of highly skilled, talented and motivated employees ready to step into senior and critical roles aiming at ensuring the retention and continuation of critical competencies in the organization.
  • Build the leadership competency on employee coaching and mentoring and providing constructive & on-going feedback aiming at transferring knowledge & learning, developing successors.
  • Design mentoring and coaching programs and monitoring and evaluation tools to ensure the implementation of the program.
  • Support the execution of the succession plan through developing implementation guideline and developing different analysis and reporting tools and documentations.
  • Review current employees’ competencies and capabilities and the potential available in the organization and establish talent pool that helps management to make its strategic decision on its investment in people.
  • Conduct workforce analysis and provide technical support to the leadership in developing workforce plan in line with the ATA mandate, mission and strategic plan.
  • Providing technical support to the recruitment and selection function on developing talent sourcing strategy, database of potential talent, etc.
  • In consultation with the senior management team, identify critical positions and define core competencies required by those positions to ensure sustainable success of the organization.
  • Establish employees’ career development path and implementation guideline that clearly guide management action & decision and show employees to see their progress & destination in the ATA.
  • Ensure that the organization has an effective performance management system that could objectively measure employees’ performance and provides opportunity to their professional development.
  • Develop training programs and deliver the training to the ATA Leadership Team in general and Human Resource (HR) Team in particular on talent acquisition, deployment, development, utilization and succession planning.
  • Develop templates and tools used to track & measure the talent management progress.
  • Review and further refine/enrich the existing Core Competency Framework in line with the talent management strategy, succession plan, the current and future competency requirement, etc.
  • Perform other related duties.

REQUIRED QUALIFICATION AND EXPERIENCE

  • Master's /MBA degree in international human resources management, training and development, organizational development or related fields of study.
  • Minimum 10 years of progressive professional senior level relevant experience preferably in an international/multilateral development organizations.
  • Experience in designing & implementing talent management, training & development, succession plan and career path development intervention programs.
  • Successful track record in designing and implementing organizational changes in a global, transformational and dynamic organizations with a diverse workforce.
  • Experience in designing, tailoring and delivering trainings to senior, middle and lower level management.
  • Strong management consulting skills, coupled with excellent interpersonal communication skills
  • High level problem solving skills: problem identification, data collection & analysis skill.
  • Excellent project management, reporting and presentation skills,
  • Excellent skill in using Microsoft Office such as Word, PowerPoint, Excel.
  • Aptitude, willingness and ability to work collaboratively with highly diversified team.
  • Fluency in oral and written English.
