Purpose of the Assignment : Conduct fiscal analysis to produce reports on trends in government revenue, government budget allocation and expenditures on selected social sectors to inform and reinforce investment in human capital.

Duration of the Assignment: 11.5 months

Specific Tasks

The specific tasks to be performed include but are not limited to the following:

  • Develop a work plan and detailed outline and agree on the plan with UNICEF.
  • Engage with MoFEC, UNICEF Field Offices and BoFECs to access fiscal data and necessary fiscal documentation.
  • Conduct fiscal analysis connecting the big picture to the changes in the macroeconomic environment, fiscal and overall economic policy, the necessity to invest in human capital if goals in the Growth and Transformation Plan as well as the Sustainable Development Goals are to be achieved amidst ongoing changes in global development financing.
  • Prepare at the federal and regional level budget Briefs on the general state budget, as well as specific Budget Briefs on the education sector, the health and nutrition sector, the wash and sanitation sector and on the social welfare sector using simple language and making use of interesting visual aids (such as maps, graphs and other visual tools).
  • Provide brief status updates on all the Budget Brief activities every week to the Social Policy Specialist, UNICEF SPESI.
  • The consultant shall liaise with all relevant sections in UNICEF and government offices to undertake the assignment.

    Methodology

    Desk review, data analysis including consultations with MoFEC, relevant sector ministries, UNICEF field offices, and BoFECs, to prepare summary reports for example in the form of visually attractive Budget Briefs. The consultant will propose a detailed outline of the work incorporating a breakdown of deliverable dates to be reviewed by and agreed upon with UNICEF.

  • 12 percent of the payment after deliverable number 1.

  • Deliver two finalized EFY 2010 budget briefs (for Tigray and SNNPR).
  • 12 percent of the payment after deliverable number 2.

  • Present advanced drafts for 1st and 2nd federal budget briefs with EFY 2011 budget data.
  • 12 percent of the payment after deliverable number 3.

  • Deliver 1st and 2nd finalized budget briefs with EFY 2011 data, and a report recording support to the preparation of the EFY 2011 education sector budget.
  • 12 percent of the payment after deliverable number 4.

  • Present advanced drafts for 3rd and 4th federal budget briefs with EFY 2011 data.
  • 12 percent of the payment after deliverable number 5.

  • Deliver 3rd and 4th finalized budget briefs with EFY 2011 data, and a report recording support to the Education sector ESDP V review.
  • 12 percent of the payment after deliverable number 6.

  • Present advanced draft for 5th federal budget brief with EFY 2011 data, and deliver a concept note or policy brief advocating for a separate budget line item for Early Childhood Education (ECE).
  • 12 percent of the payment after deliverable number 7.

  • Deliver 5th finalized budget brief with EFY 2011 data, and complete all capacity building assignments in the regions. Deliver a concept note or policy brief on off-budget financing to the education sector.
  • 16 percent of the payment after deliverable number 8.

    Reporting and payment

    The consultant shall provide a weekly status update to the Social Policy Specialist at SPESI and consult on a need basis with the Chief of SPESI. Payment will be effected after submission of deliverables as outlined above.
