Purpose of the job
Represent JAM in South Sudan and Provide overall management to JAM’s program in South Sudan, including programme/project development and implementation, country strategy, human resources, monitoring and evaluation, logistics, finance and reporting, ensuring that it is effective in meeting objectives as set out in annual plans, project proposals, and the strategic direction . S/he S/he will lead the senior management team and represents the organization with government, donors and other international organizations.

1.Tactical Planning & Direction 20
· To develop and have approved country strategic plan annually, based on JAM goals & objectives
· To hold annual review workshop for country performance with full staff as part of planning for following year
· To ensure that programme, fundraising, marketing and other activities are in line with JAM strategic plan
· Ensure that support systems (IT, Finance, HR/Administration, Logistics and Transport) are in place and functioning in accordance with best practice and organizational policy & procedures in order to ensure transparency and accountability to government, donors and other relevant stakeholders
2.Financial Management 10
· To lead the process of drafting and preparing annual country programme budget to ensure all costs are adequately covered.
· To ensure that South Sudan programme budgets are managed effectively, including cost-conscious rather than budget-conscious spending
· To monitor and track all country programme expenditure
· To review and approve all country PRs as submitted
3.Human Resources Management 10
· To develop and/or revise all country staff job descriptions and KPIs annually
· To conduct regular performance reviews of all subordinate staff
· To propose annual training plan for country office and programme staff to HR
4.Supervisory Practices 15
· To hold regular meetings with all subordinates to discuss programme and other issues
· To perform regular field visit to all programmes to evaluate staff performance who report directly to him, check on programme progress and confirm validity of reports
· To work with staff to develop key competencies and build capacity
5.Program Management 20
· To supervise programme implementation and monitor all programme activities
· To ensure that programme targets and requirements are fulfilled, using reports, meetings, field visits and budgets, to evaluate and measure success
· See specific programme requirements and targets
· To supervise and manage community relations
· To craft an annual Government Relations plan and hold meetings and build relationships with Government representatives based on this plan
· To hold meetings with other stakeholders (e.g., NGOs, donors) as appropriate and necessary
· To collaborate with relevant departments to develop effective messaging and materials to enhance
donor and public relations, as well as internal communication
6.Policies and Procedures Compliancy 5
· To ensure that all activities are compliant with JAM policies and procedures, donor requirements and in-country specifications for programming
· To communicate JAM strategic plan and policies and procedures to country staff and provide
necessary support to ensure compliance and/or implementation
· To identify and remedy any policy/procedural deviations by country staff/operation immediately
· To ensure that all programme agreements and contracts remain valid and conform with policies and procedures
· Ensure that Security situation is reviewed periodically, SOPs updated, and that staff are aware of security procedures and fully comply with them.
7.Reporting – Accurate, Timely and Relevant, communication 10
· To submit complete, accurate monthly report by 15th day of each month
· To submit complete, accurate quarterly report by the 15th day of the following month (e.g., January-March report submitted by April 15th)
· To ensure all donor reports submitted by confirmed deadlines
· To ensure that annual community/beneficiary evaluations are completed for all program
· Maintain good, regular and open communication with the program Director
· Contribute to organizational learning through liaison with other organizations and JAM fields and sharing lessons learned
8.Representation 10
· Represent JAM in South Sudan with Government, donors and other international organizations
· Maintain good, regular and open communication with the Regional Director and Desk Officer for the Region.
· Contribute to organizational learning through liaison with other organizations and Concern fields and sharing lessons learned.
· Ensure that Security situation is reviewed periodically, SOPs updated, and that staff are aware of security procedures and fully comply with them.
· Perform any other related duties as assigned by the Chief Operations Officer .

Education required
· Tertiary degree in development-related field
Experience required
· At least 10 years management experience
· At least 10 years development experience, preferably with significant time spent in the field

· As per Country Director limits of authority in the JAM strategic plan
