Qualifications

Experience: Several years of experience leading complex on site emergency response projects and/or programs requiring extensive judgment and interpretation. Diverse geographical professional experience preferred. The Team Leader must be confident, eloquent and organized, as the Emergency Response Team will rely on his/her leadership during times of high pressure and competing priorities.

Education: University degree in related field and equivalent experience.

Professional skills:Knowledge of church structures and experience with related agencies, ecumenical partners, other NGOs, UNHCR and EU. Demonstrated ability to influence peer agencies, local government and community leaders to work effectively towards a common and agreed upon result. Demonstrated ability to evaluate and implement best practices and processes affecting multiple technical specialties to achieve rapid, consistent and high quality outcomes.

Experience developing, resourcing and leading large budget, complex projects spanning multiple technical specialties.Awareness of the general political, economic and development dynamics of the region.Strong organizational and management skills. Excellent verbal and written English language skills. Arabic language skills would be an advantage.

POSITION DESCRIPTION

for the post of

TEAM LEADER UPPER NILE, SOUTH SUDAN

of the Lutheran World Federation, Department for World Service (LWF/DWS) Program in SOUTH SUDAN

The LWF/DWS Team Leader is responsible for the implementation of the LWF/DWS programs in Upper Nile, South Sudan. He/she shall be based at Maban Refugee Camps (Kaya, Yusuf Batil and Gendrassa) in Upper Nile and will be responsible to the LWF/DWS Country Representative, who delegates this responsibility to the Program Coordinator and Deputy Programme Coordinator. The Team Leader shall have the following roles and duties:

Key Functions:

Program management

· Responsible for the overall planning, implementation, monitoring & reporting and general administration of LWF/DWS projects in Upper Nile State in accordance with LWF policies and donor agreements and guidelines.

· To lead, guide and support all staff in their activities in emergency response

· The Team Leader shall directly coordinate emergency projects in Upper Nile State for the Refugee and host Community.

· Facilitate the strategic formulation and planning for future emergency projects, including replicating or scaling up best practices and lessons learned.

· Develops new and innovative concept notes and proposals in line with emergency and needs expressed on the ground, and shares them with the Country Management Team in Juba for further discussions and agreement;

· Oversees and manages the LWF/DWS community-based projects in accordance with LWF/DWS policies and donor guidelines, including the use of the Rights-Based Approach (RBA) and other internationally accepted standards adopted by LWF/DWS [e.g. SPHERE, Humanitarian Accountability Partnership (HAP), Community Based Psychosocial Approach (CBPA)];

Coordination and accountability

· Builds effective networking / collaboration relations, communication and partnerships with communities, implementing partners, NGOs and local and State level Government stakeholders

· Protects LWF’s integrity and accountability, ensures LWF/DWS programs are consistent with the country and global strategies and values, particularly on preventing any form of abuse or exploitation of children and the affected communities.

· Takes prompt and appropriate action to resolve existing and anticipated problems and address the concerns and complaints of stakeholders. The Team leader shall facilitate formulation of a practical Complaints and Response Mechanism (CRM) suited to the local context.

Monitoring and reporting

· Carries out regular field supervision and monitoring of activities and processes in which project funds, materials and equipment are utilized and verifies progress and quality of work done;

· Establishes appropriate procedures for internal monitoring, smooth implementation, and reporting of emergency activities in accordance with project objectives and indicators (as contained in Log-Frames) and ensures regular communication and reporting;

· Oversees preparation of quality and timely monthly, quarterly, bi-annual and annual reports for submission to LWF country management and donors;

· Supervises the Upper Nile Staff and provides oversight on day to day planning, data collection, analysis, documentation/reporting.

· Ensures periodic project reviews and lesson learning exercises are conducted and documented.

Finance and Fund Raising

· Monitors closely project expenditures against the approved budgets

· Ensures effective application of adequate internal control and risk management procedures, including proper authorization of purchases and payments, and ensures satisfactory accountability of all project expenditures in line with LWF/DWS financial regulations;

· In liaison with the Finance Officer, prepares and presents timely and accurate monthly financial projections of expenditure for emergency projects. These shall correspond with approved monthly, quarterly and annual work plans for all Upper Nile State operations;

· Ensures timely submission of monthly cash projections, financial reports and supports the finance officer to fulfill their functions in liaison with the Finance Manager.

· Ensures close and complementary working relations of finance and program units;

· Ensures efficient financial management of the program activities and administration, and ensures that the financial transactions are conducted in accordance with the relevant LWF/DWS priorities and procedures;

· Actively engages in negotiations with UN agencies, EU regional offices and other potential additional funding sources in order to maximize local fund raising;

Human Resources

· Recruit qualified project staff with the help of the HR/Admin Coordinator and Juba management. The Team leader shall design the Job Descriptions and manage the performance of staff under his/her direct supervision;

· Maintain team work and an enabling working environment for field teams including ensuring clear reporting and communication channels and regular documented meetings.

· Support the professional development of the team members and conducts regular performance appraisal of the team members

· Support the identification of training needs and plans and their execution.

· Monitors and addresses security matters and informs/and gets advises from the LWF/DWS South Sudan Country Representative, develops and employs a security plan for all levels of field staff and visitors to the program;

· Ensures that recruitment is gender-sensitive with the goal of gender balance within the staff, both in terms of numbers and levels of responsibility;

· Ensures that the skills of national staff are developed and utilized to the fullest extent possible for the furtherance of the program

Administration/Procurement/Logistics

· Certifies all requests for procurement and contracts in conjunction with the Procurement Committee and ensures that procurement of goods and services for project implementation are done in accordance with established LWF/DWS South Sudan policies and procedures;

· Implements organizational goals, ensuring compliance by way of guiding field staff and inducting them into organizational systems and procedures;

· Manages all LWF assets in Upper Nile State including equipment and materials in close consultation with the HR/Admin, ProLog Coordinators and Finance Manager.

· Maintains updated asset register and monitors and reports regularly on the proper usage of LWF assets, supplies and other consumables;

· Ensures safety and security of staff and advises and consults with the LWF/DWS country management on security matters, and takes appropriate action in line with the security policy;

· Carries out any other duties as assigned by the supervisor or LWF/DWS Country Representative.

Relations

· Maintains effective working relations with governmental authorities at County and State levels crucial for supporting and achieving LWF/DWS objectives;

· Maintains close communication and cooperation with the affected communities, LWF´s Related Agencies and their representatives as requested by the Country Representative;

· Fosters and maintains good coordination and collaboration with international and bilateral funding partners, particularly the UN, governments and their agencies, and other international and national NGOs

Position Requirements

· At least a Master’s degree in Social Sciences, Development Studies or its equivalent from a recognized institution.

· A minimum of five years international experience managing large humanitarian and development projects, supervising international and national staff members in a reputable organization.

· Excellent team work and problem solving skills

· Demonstrated experience and skills in training facilitation, conducting assessments, baselines and evaluations using participatory methodologies; data analysis and interpretation.

· Possession of practical skills in writing concepts notes, donor proposals and reports

· Sound understanding of the Project Management Cycle, humanitarian principles and standards including SPHERE, HAP and the Code of Conduct

· Computer literacy with full knowledge of office applications, internet and email

· Fluency in English is essential. Knowledge of Arabic will be an added advantage.

· Politically and culturally sensitive with qualities of patience, tact and diplomacy

· The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
